Research On The Construction Of Assistance Mechanism For Urban Low-income Groups In Henan Province

Under the background of building a well-off society in an all-round way,this paper studies the support mechanism of urban low-income groups in Henan Province.This paper mainly analyses the policies,policies and measures adopted by developed capitalist countries such as Britain,the United States,Japan and other countries for low-income groups,discusses the successful practices of helping low-income groups in Shanghai and Sichuan,and draws lessons from them.It mainly analyses the current situation of Henan Province from five aspects: system mechanism,identification mechanism,rescue mechanism,withdrawal mechanism and evaluation mechanism.Some conditions of assistance and measures taken for low-income groups and related problems are studied by visiting experts,on-the-spot investigation,consulting relevant literature,referring to relevant laws and regulations,and combining with the actual situation of Henan Province,a set of long-term mechanism for effective assistance to low-income urban groups in Henan Province is attempted..This paper focuses on how to build a more effective mechanism for helping low-income urban groups in Henan Province: in the aspect of institutional mechanism construction,it is proposed to strengthen publicity and education,fund management and talent team construction;in the aspect of identification mechanism and exit mechanism,it is necessary to carry out accurate supervision and control the actual situation of the objects of assistance in time so as to help them as to achieve the goal of helping them as much as possible.In terms of relief mechanism,targeted training should be carried out to enhance the employability of the recipients;in terms of evaluation mechanism,creative use of the evaluation mechanism consisting of four indicators of assistance coverage,pertinence,effectiveness and satisfaction should be used to innovate the evaluation methods so as to make the evaluation more objective and reasonable.Through doing well these aspects,we can make the construction of the support mechanism more perfect.
