Financial Support For Agriculture, Increase Farmers' Income Research

Solving the "three rural" issue and increasing peasant income are to achieve well-off society, which are also the fundamental guarantee for speeding up the development of new China and building a socialist harmonious society. The task of increasing don't only affect their living standards and also constrain rural economic development, even restrict the growth of the national economy.Rizhao is a new city, mostly rural population are farmers. Agriculture, rural areas and farmers are the important issues in the development of Rizhao economics. Farmers' income level is not raised; there is no modernization of the countryside, even more to achieve well-off society. Rizhao City established 20 years ago, although the income of peasants is upward trend in general, but they are not well-off. Especially compared to the level of income of urban residents, it is several times that the gap exists.The paper systematically analyzes the basic situation and problems of farmers' income growth firstly, and then analyzes the factors of income growth of Rizhao farmers from the perspective of financial support for agriculture. Though using the least square method and establishing a univariate and multivariate linear regression model to analyze the relationship between the farmers'income growth and the government financial support deeply. And concludes the relations between the farmers'income growth and financial support for agriculture investment are closely correlated. Under the situation of lack of financial support for agriculture in the size and unreasonable in the structure, there are five respects to describe fiscal policy to achieve income farmers, such as increasing financial support for agriculture funds, optimizing investment structure of Financial Support, increasing the fiscal and financial support, improving supervision and management mechanism of financial funds and establishing and improving the agricultural law.
