The Analysis On Inherent Mechanism Of Policy Innovation Experience Replicable And Promotion

The replicable and promotion is system innovation of Chinese pilot free trade zone and inner requirement of prior to carry and try,but also examination of Chinese's governance system and governance capacity.Xiamen Free Trade Zone as one of the second Batch "experimental plots" set by Chinese,who takes over the task of mechanism system innovation,achievement of the replicable and promotion and service for the nation.Through the typical system innovation practice case of "One Business License,One Social Credit Code" in Xiamen Free trade zone,it is of great significance to deeply analyze the internal mechanism that the innovation experience can be replicated and promoted,and to further deepen the innovation practice of reform and opening up.By means of gradual and in-depth expansion,this paper first discusses the theoretical basis of replication and promotion,and constructs the research model to put forward the hypothesis,and secondly,through the practice analysis of the experience of"One Business License,One Social Credit Code"that can be replicated and promoted in Xiamen Free Trade zone,discusses the whole process of "One Business License,One Social Credit Code" from innovation to replication and promotion;Thirdly,through four aspects of time dimension,implementation way,action subject and dynamic factor,this paper analyzes the inherent mechanism that the" One Business License,One Social Credit Code" in Xiamen Free trade zone that can be replicated and promoted,and finally,summarizes the practice and theoretical features of the replication and promotion of policy innovation experience from the empirical case.Based on the in-depth analysis of the experience of"One Business License,One Social Credit Code"that can be replicated and promoted in Xiamen Free trade zone,this paper puts forward the theoretical framework of "multivariate interactive response type",analyzes this policy process with Chinese characteristics from different dimensions,and sums up practical and theoretical features.In practice,the replicable of innovative experience can popularize the characteristics of high efficiency,prudence,responsiveness and systematization,replicate and popularize the correct guidance of our country's innovation experience according to the path of compliance and efficiency,and construct the policy innovation and government governance system applicable to the local practice of our country.It is of reference significance to promote the modernization of China's national governance system and governance ability.Theoretically,the innovation experience can be replicated and promoted to transform the concept of government governance,break the traditional policy science theory research,innovate the public policy process mode,provide a new way of thinking for the development of policy science theory,and provide a new method and a new way for broadening the theory of policy science and public policy in our country.
