The world economy has entered a period of deep transformation and adjustment from the period of rapid development,and China will face the "new normal" economy of medium-high growth for a long time also.Under the "new normal" economic environment,the enterprise development faces more challenges and uncertainties,and the degree of competition among enterprises increases,which puts forward higher requirements for the level of strategic management and enterprise management to enterprises.X company which was established in 1993,the research object of this thesis,is a high-tech enterprise in the field of belt filter.After years of development,the company has gradually developed into a leading enterprise and technology pioneer in the subdivision field of filtering industry.Since 2015,due to the dual influences of the slowing pace of macro-economic growth and the company's own management factors,the company has suffered from operating difficulties such as insufficient growth momentum of performance,low operating efficiency and increasing pressure to achieve strategic goals.Specifically,the company's income,net profit and net assets has been on a downward trend;Poor cost control and declining profitability;Accounts receivable and inventory amount was large,the amount of capital occupied was huge,the capital turnover was slow;increasing financial risks,the asset-liability ratio has reached an all-time high.At the same time,the existing performance evaluation system of the company has problems such as insufficient implementation of strategy,low attention to strategy,centralized and single evaluation index,unreasonable internal and external structure of evaluation index,and serious short-sighted behavior of evaluation system which seriously restrict the development of the company.In this context,the purpose of this thesis is to optimize the performance evaluation system of X company,solve the problems existing in the existing performance evaluation system,establish a scientific and effective performance evaluation system,reverse the declining trend of corporate performance,and ultimately achieve the company's development strategic goals.Based on X company,I further studied the disadvantages of the existing performance evaluation system,and proposed a optimization scheme combined with the current situation of X company by using the BSC theory,after comparing the two common strategy-oriented performance evaluation methods,which are the KPI and the BSC.Under the theoretical framework of the BSC,I determined the performance evaluation index system covering four dimensions,namely,finance,customer,internal process,learning and growth,and 44 secondary detailed indexes by discussing with the company strategy committee and management departments combined with the company's financial situation and industry situation.I determined the index weight coefficients by using the AHP,and formed the optimized X company performance evaluation system eventually.In the optimization process,the enterprise management fully participates in and demonstrates the determination of the index system and its weight,and mobilizes employees to study and discuss each index,so that employees have a full understanding of the optimization background,process and goal of the performance evaluation system,and employees have a sense of learning and growth.The optimized X company performance evaluation system achieves a balance between financial index and non-financial index,pre-index and lagging index,external index and internal index.The performance evaluation system is more scientific,systematic and comprehensive,and the company management is more standardized and institutionalized.The innovation of this thesis lies in the innovative use of the “two-step” approach when using the AHP to determine the index weight coefficient,which is difficult to judge the importance of the two indexes when the index system is complex and the number of indexes is large.The problem provides a solution to the application of the BSC in other industries where the performance evaluation index system is more complex,which expands the application scope of BSC theory and the application space of strategic oriented performance evaluation theory.
