| With the development of social economy,the rapid growth of population,the accelerating progress of urbanization,the destruction of ecological environment,the occupation of cultivated land by new construction,the inefficient utilization of the present situation construction land,the shortage of cultivated land reserve resources and the other problems emerge in endlessly,the contradiction between the expanding demand for land and the limited land resources becomes more and more acute.Therefore,in order to achieve the coordinated development of economic development with the total amount of cultivated land,ecological environment and urban scale,and effectively alleviate the contradiction between people and land,we must combine the achievements of"third line",scientifically measure the potential of land consolidation and rationally arrange the work of land consolidation in order to provide guarantee the sustainable use of land and the steady and healthy development of society.Based on the research and analysis of the potential achievements of land consolidation at home and abroad,this paper re-understands the relevant concepts of land consolidation in combination with the results of the delineation of ecological protection red line,permanent basic farmland protection red line and urban development boundary in the 13th Five-Year Plan for Land Use in Dongli District(2015-2020).This paper makes a deep analysis of the challenges and opportunities faced by land consolidation in Dongli District.After analyzing the current situation of land use,it establishes a method for estimating and grading the potential of land consolidation in Dongli District under the control of"three-line"management.With the help of Arcgis spatial overlay analysis and other tools,it combines quantitative analysis with qualitative analysis to integrate into sustainable development.By means of layer by layer stripping,the"three-line"achievements are given control,and a new model for estimating the potential of agricultural land consolidation,rural construction land consolidation,urban industrial and mining construction land consolidation and reserve resources cultivation is formed.The potential scale and the scale of supplementary arable land are also studied.Taking administrative villages as units,the potential of land consolidation of various types of land is classified.The main conclusions are as follows:Under the condition of"three-line"management and control,we can accurately and efficiently calculate the feasible land consolidation potential.According to the calculation results,we can conclude that the potential of agricultural land consolidation and the potential scale of rural construction land consolidation in Dongli District are relatively large.Combining with the results of potential classification,the administrative villages with higher potential level are listed as the key targets of renovation,providing technical support for scientific site selection of high-standard basic farmland construction,land comprehensive renovation,land reclamation and balance of cultivated land occupation and compensation.Achieve the goal of promoting the sustainable development of society,economy and environment. |
