Study On Rural Residential Land Consolidation Of QianJiang District

With the accelerated urbanization process and urban-rural integration development, the constructions impropriated much cultivated land, and the contradiction between population and land was aggravating gradually. In recent years, the practices proved that land consolidation could increase the area of cultivated land effectively as well as improve the land intensive use degree. Rural residential land consolidation is an important aspect of land consolidation, and it has aroused extensive attention.At present, some questions exist in rural residence due to lack of unified planning in rural construction, such as large-area per capita land occupation, small scale, dispersed layout, leave unused, and so on. The land use is extensive and the efficiency is low. The potential of rural residential land consolidation is very large. At the same time, the willing of improving living conditions is going stronger with the promotion of new rural construction. Rural residential land consolidation plays an important role in improving the living conditions of farmers, making the rural ecological environment better, increasing the area of cultivated land, and raising the land use efficiency. Therefore, the article selects rural residential consolidation as the research topic.Qianjiang District is the economic center of southeastern of Chongqing, regional central city and the center of urban development area of southeastern of Chongqing. It has good superiority for development. Because the economy grows rapidly, the demand for construction land bumps up in Qianjiang District while the rural residential land is in a state of inefficient and extensive using. This paper selects Qianjiang District as study area, and it has representation in some degree. It has great practical significance in mitigating land conflicts and promoting economical and social development.Based on summing up domestic and foreign research, progress and the field surveys, this paper revolves around rural residential land consolidation in Qianjiang District by the methods of combining qualitative analysis and quantitative analysis, theory discussion and case study.The first part is the summary and analysis of the rural residential land consolidation status and progress at home and abroad. It is found that the index system and assessment method of potential calculation under the influence of comprehensive factors should be further studied, and the consolidation mode needs to be scientific.The second part sets forth the basic concepts of rural residential areas, rural residential land and rural residential land consolidation and the fundamental theories of sustainable development, living environment, scale economy, land property right, location and public participation.The third section introduces the overview of Qianjiang District, and finds that the total and per capita amount all are showing a tendency to increase from 2001 to 2008. Some issues exist in the following usage of the rural residential land, such as large-area occupation of total and per capita land usage, small scale, straggled distribution and uneconomic land using, the poignant phenomenon of irrational usage of land and idle land and the inappropriate layout of land use. The main causes includes the absence of villages planning, uncompleted property right in rural residential land, the condition of urban-rural systems, the imperfection of management mechanism and the condition of conservative ideas or opinions.The fourth part establishes the calculation model of theoretical potential and realistic potential, and calculates them in Qianjiang District. It finds that the theoretical potential and realistic potential are 3128.45 hectare and 1032.25 hectare in 2020. According to the potential result, it divides into four potential levels by numerical axis approach.The fifth section is the brief description of rural residential land consolidation pattern, such as urbanization pattern, centerville construction pattern, village transformation and relocation. Moreover, it proceeds in the light of local conditions and in accordance with the actual situation of Qianjiang District. It applies urbanization consolidation pattern in urbanization area, relocation and comprehensive development of agricultural and forestry in ecological protection area and centerville construction pattern and village transformation in the other villages.The last part proposes the countermeasures in the rural residential land consolidation work. It contains formulating village plan scientifically, improving the system of property right rationally and establishing the circulation system of the rural residential land sophisticatedly, multi-channel financing and strengthening the management of funds, implementing hook system and dispensing the index, establishing public participation mechanism, polishing the policies of arrangement for relocation household, ensuring the peasants'rights and benefits, paying attention to protecting the ecological environment and preserving characteristics of national cultures.
