With accelerating development of industrialization, urbanization and agriculturalmodernization, an increase in the rigidity of the construction land demand, shows thebinding of land resources. China’s basic national conditions and development stagedetermine that there will be more serious contradiction between supply and demand in theland. Thus, relying on extensive development of investment-led expansion of the scale ofthe model, the inefficient use of land resources and excessive consumption are notsustainable,but through effective change of management concepts, management functionsand management, implementation of resource conservation priority strategic, economicaland intensive use of land, reducing the economic development in the consumption ofresources on the land, change in land use to promote economic development andfundamentally to change the contradiction between supply and demand of land resourcesand to ease tension.in order to protect and promote the scientific development better, wehave to handle the conservation of resources and protection of the relationship between thelocal economic development properly and update our concepts, implementation planning,and to establish the concept of reasonable land intensive land. We have to dig the potentialof urban stock construction land to provide land protection for local economicdevelopment and urban construction.In this thesis, on the basis of the analysis of the general theory of regulation in theurban stock construction land consolidation, we study the methods of the urban stockconstruction land consolidation technology in order to achieve the goals of changing thepatterns in land use, of promotion of intensive and economical use urban land constructibleland.First, on the analysis of utilization status and problems of the stock of China’s urbanconstruction land, the summary of theoretical literature in the potential of urban stockconstruction land consolidation, and absolute potential calculation method, exploring thecomprehensive evaluation and process in consolidation potential of urban stockconstruction land, as well as summarizing the consolidation modes of urban stockconstruction land, based on the research, we sum up the current typical pattern of urbanstock construction land.Secondly, Analyzing the urban land use structure and urban dangerous-old buildingreform status of Hanjiang District, the urban land use structure and distribution of theplanning, based on the research of Fujian Hanjiang District. Calculating the theoreticalpotential of the Hanjiang District urban stock construction land remediation that is1071.44hectares based on the capacity of the population with GIS technology, statistical analysis. The Hanjiang District urban stock construction land remediation potential is531.89hectares by counting the amount of idle land and investigation on idle land. Takingbuilding density, single indjcator of floor area ratio, per capita land, commercial land,mining warehouse land, residential land, public management and public service land asevaluation unit, evaluate the remediation potential of Hanjiang District towns save amountof construction land. Taking the area whose building density is less than0.5, the ratio ofbusiness area is less than2.5, the ratio of residential land is less than1.7, the ratio ofwarehouse land is less than0.6, the ratio of public management and public service land isless than0.8, the ratio of government land is less than1.2as the level one potential areaand low-efficient use land where should launch the remediation of the urban constructionland priority, the level one potential area of Hanjiang District is313.20hectares mainlydistributed in Guohuan town, Handong street. Taking the area whose building density isbetween0.5and0.67, the ratio of business area is between2.5and4.5, the ratio ofresidential land is between1.7and2.7, the ratio of warehouse land is between0.6and.12,the ratio of public management and public service land is between0.8and1.5, the ratio ofgovernment land is between1.2and2.5as the level two potential area and middle-efficientuse land where should launch the remediation of the urban construction land, the level twopotential area of Hanjiang District is405.5hectares mainly distributed in Handong streetand Guohuan town. Taking the area whose building density is less than0.67, the ratio ofbusiness area is greater than4.5, the ratio of residential land is greater2.7. the ratio ofpublic management and public service land is greater than1.5, the ratio of governmentland is greater than2.5as the level three potential area which is the land of intensive usethat means the potential of urban stock construction land remediation is small. The levelthree potential area of Hanjiang District is72.49hectares mainly distributed in Handongstreet and Hanxi street.Combined in the above potential measurement and evaluationresults based on the actual situation of the Hanjiang District proposed the correspondingspecific method and remediation mode for Hanjiang District idle land, inefficient land. Theremediation mode of Hanjiang District is the reform of old urban area that is mainlydistributed in Handong street and Hanxi street, the reform of urban fringe area that ismainly distributed in Wutang, Guohuan, Sanjiangkou town, the reform of old mining areathat is mainly distributed in Wutang, Guohuan town.Finally, exploring the policy recommendations and measures of the stock ofconstruction land in urban areas based on the above studies, proposing strength the systemdesign of remediation, and actively carry out the remediation of urban stock constructionland, providing a reference on land remediation planning and implementation.
