Governments and enterprises are the two dominant forces in the governance of food quality and safety issues.The government mainly regulates and supervises the food quality and safety of food enterprises by formulating a series of macro-policy standards.Enterprises' s recognition,practice and active cooperation of the government's food quality and safety governance policy standards will ensure food quality and safety.The quality and safety certification of agricultural products is one of the powerful measures for the country to ensure the quality and safety of agricultural products.The “Three-product” certification system,which focuses on Pollution-free agricultural products certification system,Green food certification system as the guide and Organic agricultural product certification system as the supplement,is a phased policy to ensure the quality and safety of China's agricultural products.It has been in operation for nearly 20 years in China.However,there are few studies on the effectiveness of the “Three products” certification system from the perspective of enterprises.This research starts from the perspective of the evaluation of the “Three-product” certification system.It examines the evaluation of the effectiveness of the “Three-product” certification system and explores the influencing factors behind it.It is of great significance to improve the food safety certification system.Based on the full review of relevant literatures,this study constructs a theoretical framework for the evaluation of the factors affecting the “three products” certification system,and designs questionnaires for investigations in Jinan City,Shandong Province and Wuxi City,Jiangsu Province.Through the statistical methods of descriptive statistical analysis,multiple linear regression analysis,and paired sample mean test,the company analyzes the evaluation of the “Three-product” certification system and explores the influencing factors behind it.The main contents of this research include:(1)theoretical analysis of the influencing factors of the enterprise evaluation the “Three-product” certification system;(2)descriptive statistical analysis of the evaluation of the “Three-product” certification system by enterprises;(3)anempirical analysis of the factors affecting the evaluation of the effectiveness of the“Three-product” certification system;(4)empirical analysis of the factors affecting the evaluation of the effectiveness of Pollution-free agricultural Products Certification System;(5)an empirical analysis of the factors affecting the evaluation of the effectiveness of the Green food certification system.Through research:(1)In the effectiveness evaluation of the role of the certification system,the statistical method using the mean test found that under the significant difference of 10% of the sample,the evaluation of the effectiveness of the Green food certification system is significantly better than that of the enterprise.Evaluation of the effectiveness of the Pollution-free agricultural product certification system.(2)In the development direction of Pollution-free agricultural product certification system,43% of enterprises choose unchanged,6.5% of enterprises believe that the Pollution-free agricultural product certification system should be abolished,and the remaining 50.5% of enterprises recommend turning it into mandatory certification.(3)In terms of the evaluation of the effectiveness of the enterprise's certification system for Pollution-free agricultural products,the size of the enterprise,the concern of the decision-makers of the enterprise,the degree of consumer acceptance,the difficulty of certification and verification will positively affect the enterprise's certification of Pollution-free agricultural products.The evaluation of the system,while the proportion of undergraduate and above personnel in the management of the company and the compliance rate of other companies in the same industry have a negative impact on the evaluation of the effectiveness of the certification of Pollution-free agricultural products.(4)In the evaluation of the effectiveness of the Green food certification system,enterprises decision-makers' attention to the quality and safety of agricultural products,the proportion of undergraduates and above in the management of the enterprise,the recognition of consumers,and the compliance rate of other companies in the same industry have a positive impact on the evaluation of the effectiveness of the Green food certification system,while the proportion of certified technicians has a negative impact on it.On the basis of the above conclusions,the policy recommendations for improving the “Three-product” certification system are finally proposed:(1)Reforming and upgrading the Pollution-free agricultural product certification system and turning it into a compulsory certification system.Integrate standards of relevant institutions;reform their regulatory agencies;and strengthen regulatory measures for compulsory certification.(2)Improve the Green food certification system.To publicize and educate enterprises on food safety laws and regulations and standards,and to increase the attention of decision-making layers of enterprises;the government must combat counterfeit products,improve system efficiency,and increase the premium capacity of green products;enterprises should strengthen the coordinated development of their own brand building and green brand building.(3)propagandizing the certification system of organic agricultural products and supporting the certification enterprises of organic agricultural products.
