This paper was written relying upon the project subsidized by the technicaldevelopment fund of CCAP and considered the potential safety hazard of Li-ion batteryfor use in Electric Vehicle, after analyzed the characteristics&safety of Li-ion batteriesand the requirements of “CNCA Implementation Roles for Compulsory Certification ofmotor vehicle”,compared the safety standard, then put forward “Implementation Rolesfor Compulsory Certification of Li-ion Batteries for use in Electric Vehicle”.Then the paper mainly studies the evaluation methods for factory’s qualityassurance ability (FQAA). The paper upbuilt a comprehensive evaluation indexes system(CEIS) for FQAA based on the “Requirements for Factory’s Quality Assurance Ability”and the key points of product process quality control. Then expound the CEIS forfactory’s quality assurance ability. After analyzed the relevant normal CE methods, putforward the comprehensive evaluation model for FQAA based on Fuzzy AnalyticHierarchy Process Comprehensive Evaluation (FAHPCE), the basic principle and stepsof evaluation was given. The paper developed a software for the mode by usingDelphi7.0.Finally, this paper gave an actual example to demonstrate the correctness of themodel, the result of example indicated that the model is a practical method.The research of the paper provides a reference for product certification of Li-ionbattery. Evaluating factory’s quality assurance ability used the FAHPCE model canconclude a more objective and fair evaluation result, and provides an objective basis forproduct certification decision, follow-up supervision, and classification management ofcertified factory.
