In order to honor our commitment after entering into the WTO,China established the compulsory certification system at the outset of the 21st century.Over 16 years have passed since the system took effect and it did make a great contribution to protecting health and security of the public,facilitating international exchanges,cracking down on counterfeit goods and improving product quality.While our economy keeps on growing and the manufacturing techniques continue to improve,various "certification chaos"in the new circumstances are emerging,making the execution and regulation of CCC system face increasingly severe challenges and the reform on the system is in urgent need.This paper studies the problems in CCC system by reviewing the definition and principles of certification based on the theory of public goods and the theory of governmental regulation.By conducting literature review,comparative study,model analysis and case study,this paper makes an analysis of the existing CCC system and points out the problems from the execution and regulation perspectives:in terms of the designing,we fail to establish an appropriate regulation system,with policies lacking support to each other and coordination,certification bodies forming an oligopoly market;in terms of execution,we fail to formulate comprehensive rules and the accuracy of certifications need improvement;in terms of regulation,we should deal with both abuse of power and dereliction of duty,and carry out stricter punishments to curb violations against laws and regulations from the source.On the basis of analysis of problems,this paper summarizes the measures we have taken to reform the system and our achievements and explores how to improve the execution and regulation of the system including optimizing system development,adding more certification bodies to create a fair playing field;giving play to the role of compulsory standards to regulate certification process;imposing stricter punishments on practice personnel violating the laws and regulations like life-long prohibition from doing relevant business.
