A Study On Stakeholders In Rural Tourism Development Under The"Separation Of Three Powers"

From the perspective of tourism,Chinese village has the original ecological scenery and authentic humanities that people desire,and also have a slow life of harmony between man and nature.With the proposal of "separation of three powers" in the 19 th report and the establishment of the land circulation service system,the market transaction activities of farmers’ circulation of contracted land management rights continue to heat up,providing an opportunity for the development of rural tourism.Collective construction land can be used for innovation and entrepreneurship according to law,self-owned housing can be transformed into farmhouse enjoyment,and rural areas will become new homes for human beings.The promotion of " separation of the three powers" can better safeguard and realize the rights and interests of farmers’ collectives,contracted farmers and new business entities,and obviously also promote changes in the core stakeholders of rural tourism development.On the basis of stakeholder theory,this paper uses multi-dimensional subdivision method and expert scoring method to determine that the main stakeholders of rural tourism development under the influence of " three rights allocation" are the government,tourism enterprises,community residents and tourists.Through literature reading and on-the-spot investigation,the performance of interest subjects and interest demands are summarized.The government’s interest demands are mainly to benefit the people and promote the local development,but internal personnel will also have self-interest psychology.The interests of tourism enterprises demand the maximization of economic benefits.The interests of community residents include economic interests,political interests and social culture.Tourists’ interest demand is to obtain high-quality rural tourism experience with fair and reasonable prices.Based on game theory,a game model among stakeholders is established:government and community residents,community and tourism enterprises,tourism enterprises and community residents,tourism enterprises and tourists,community residents and tourists,and game analysis is carried out to find out the conflict points and causes of the game among the subjects,which are mainly: information asymmetry,unequal game among the game subjects,individual "economic man" attribute and lack of benefitcoordination and guarantee mechanism.Finally,explore the establishment of a coordination mechanism for stakeholders in rural tourism development under the "three rights separation" system: in terms of benefit compensation mechanism,improve the land expropriation system and establish a tourism attraction guarantee system;In terms of benefit distribution mechanism,improve the benefit distribution scheme,empower residents and enhance the level of participation;In terms of interest expression mechanism,an online and offline interest expression platform will be set up to deal with appeals and feedback results in a timely manner.
