Research On The Policy-Driven Industry Transformation And The Path Of Action In Shanxi Comprehensive Reform Zone

On December 1,2010,the State Council approved the establishment of the“Shanxi Province National Resource-Based Economic Transformation Comprehensive Supporting Reform Pilot Zone”(referred to as “Comprehensive Reform Zone”),and Shanxi Province became the only comprehensive reform zone for resource-based economic transformation in the whole province.Industrial transformation is the primary task of the construction of comprehensive reform zone.After nearly ten years of comprehensive reform,Shanxi Province has made positive progress in industrial transformation.It is of great significance to explore the current achievements and the role of industrial transformation in the comprehensive reform of Shanxi Province.In this paper,the effectiveness and path of the industrial transformation in Shanxi Province were studied.Firstly,on the basis of the research literature and theoretical analysis of domestic and foreign scholars' industrial transformation and path,the connotation of industrial transformation in Shanxi Province is defined from the aspects of industrial structure and rationalization of industrial structure,and from these two aspects analysis of the effects of industrial transformation in Shanxi Province since the construction of the comprehensive reform zone.Subsequently,based on the policy of industrial transformation,the three paths of innovation drive,environmental regulation and industrial transfer were refined.Finally,using the data from 2003 to 2017 in Shanxi Province and 10 resource-based provinces,the DID method is used to prove the promotion of the industrial transformation of Shanxi Province,then use the mediation effect model to test the industrial transformation path.The results show that during the research window of this paper,the comprehensive reform zone policy has significantly promoted the high and rationalization of industrial transformation in Shanxi Province.As far as the industrial transformation path is concerned,the innovation-driven path has promoted the heightening of the industrial structure,but the role of the rationalization of theindustrial structure has not yet appeared;The environmental regulation path cannot drive the high degree of industrial structure and the rationalization of industrial structure,that is,the effect of environmental regulation on industrial transformation has not yet appeared;As far as the industrial transfer path is concerned,the undertaking of capital-intensive industries and technology-intensive industries can promote the heightening of the industrial structure,but it cannot promote the rationalization of the industrial structure.Among the control variables,the level of economic development can significantly increase the height of industrial transformation.The intensity of government intervention can not only promote the transformation of industrial transformation but also rationalize industrial transformation.Based on the above conclusions,this paper proposes relevant policy recommendations.
