In our country, the resources distribute unbalanced, and there are big differences between the East and the West. Most of the mineral resources distribute in the mountain, plateau and desert in the west, so the traffic is inconvenient, the population is sparse and it is difficult to develop. There are many rather serious phenomena in China, such as serious lack of groundwater resources, serious soil erosion, the fast expansion of desertification, the rapid degradation of grassland, the sharp reduction of forest resources, species extinction, serious water and air pollution, large amount of solid waste storage, the city surrounded by garbage, the spread of pollution to rural areas and so on. In recent years, the government attaches great importance to environmental issues in China, and adopted a series of laws and regulations to improve the environment. By and large, the trend of deterioration of ecological environment be curbed preliminary, and some areas have improved, but as China is in the stage of economic development, environmental protection and economic development still face serious trade-offs.With the rapid economic development, Many traditional industries relying on natural resources have entered a mature stage and even recession, so industrial transformation has become an inevitable trend. This paper introduces that policy tools of environmental regulation can generally be divided into two categories:One is command-and-control regulation tools, and the most common is the emission standards and technical standards; The other is market-based regulation tools, including emission taxes and tradable pollution permit system, etc.For further study of environmental regulations on industrial transformation of mechanism, this paper analyzes the theory of industrial transformation, and reviews and sorts out the definition of the concept of industrial transformation, influencing factors and the main mode.Then we explore the impact of environmental regulation on industrial transformation, and analyze how environmental regulation influence directly or indirectly industrial transformation by three mechanisms of demand supply, technological innovation and international trade.This paper is from the view of environmental regulation, on the basis of analysis of environmental regulation on industrial transformation, We use the provincial panel data to analyze how environmental regulation directly or indirectly affected industries.we establish the data model to verify, and the results show areas of environmental regulations on industrial transformation of China has a positive role in promoting, in other words,If the provincial environmental regulation increased moderately, and the government intensified the management of exploitation of national resources, it will increase the cost of production and force the pace of industrial transformation in the region; Conversely, the speed of the region's industrial transformation will slow down. Finally,considering the actual situation in China, this paper proposes four policy recommendations to guide industrial transformation based on the results of theoretical and empirical analysis.
