At present,the Domestic and foreign economic situation.is complex,the world economy is slowly recovering,and development is divided.The development problem is severe faced by all countries.At the international level,the developed countries have increased their attention on the development of the real economy.Through the"reindustrialization" strategy and the formulation of international economic and trade rules,they have attracted high-end manufacturing reflows and continuously strengthened their international competitive advantages.Developing countries have taken full advantage of low labor costs and The cost of resources,actively undertake the transfer of international industries,and quickly develop the low-end manufacturing industry that have an impact on "Made in China".At the domestic level,China’s economic development has arised a new normal,and there has appeared a serious excess of production capacity in traditional industries such as iron and steel and coal.Due to a series of problems such as the increase in labor costs and resource costs,as well as the increase in environmental constraints,China’s industrial upgrading has got into dilemma.In order to cope with the new situation at home and abroad,China proposed the,One Belt and One Road"strategy and the"Guiding Opinions"related to the contents of a series of capacity cooperation in 2013 and 2015 respectively.The policies and measures in the "Guiding Opinions" described a"road map"for capacity cooperation.Premier Li Keqiang mentioned in the government report of 2018 that it is necessary to promote the formation of a new pattern of openness,expand production capacity cooperation,and drive Chinese manufacturing and Chinese services to go global.In April 2018,when President Xi Jinping attended the Bo’ao Forum,he clearly demonstrated that China adheres to the basic national policy of opening to the outside world and insists on opening the country to engage in construction.China’s open door will not be closed.According to statistics,in 2017,China’s industrial capacity utilization reached the highest level in five years.In terms of sub-industries,of the 41 major categories of industries surveyed,30 industries have a capacity utilization rate of more than 75%in the third quarter,and 39 industries have seen year-on-year growth.Nearly half of the industries rebounded month-on-month.It can be seen that capacity cooperation has became the core strategy for China’s economic growth and upgrading of production capacity.In view of this,this paper takes the "One Belt and One Road" strategy as the background,focusing on the status and existing problems of China’s industrial upgrading and capacity cooperation development,researching the impact of capacity cooperation on industrial upgrading,and proposing relevant issues on how to improve the overall level of China’s capacity cooperation and promote industrial upgrading.Suggestions.First of all,on the basis of relevant theories,describe the current situation of China’s industrial upgrading and production capacity cooperation,and analyze the problems that has existing in the development of capacity cooperation,such as the imperfect promotion mechanism,financing difficulties,incompatibility of various standards,and weak international competitiveness of enterprises.Secondly,through factor analysis,we construct an overall evaluation index for production capacity cooperation in China,and based on provincial panel data,empirically analyze the impact of capacity cooperation on China’s overall level and the regional upgrading of East,West,Central and West regions.The results indicate that the upgrade improve the level of capacity cooperation has increased for China’s industries of a great role in the promotion.Finally,we can put forward the corresponding countermeasures by the perspectives of establishing a multi-faceted capacity cooperation mechanism,strengthening regional industry research,building a financial service platform,increasing capital support,and fostering international professional talents.So as to provide reference for upgrading China’s capacity cooperation level and promoting industrial upgrading. |
