PPP project budget performance management is guided by government departments and guided by the performance objectives of incentive,mutual integration,improvement of quality and efficiency.It monitors the direction of expenditure and the content of expenditure,and monitors the use of budget funds and the social benefits brought about by the project.Timely evaluation and feedback,and ultimately effective application of the feedback results,and accountable for the lack of performance of PPP project life cycle budget performance management mechanism.In recent years,PPP has developed rapidly and been used widely.Since 2014,many infrastructure invested directly by the government has been converted to PPP mode.According to the data of PPP Center of Ministry of Finance,from December 2014 to April2018,there are 7 253 PPP projects in storage,and the amount of PPP projects in storage has reached 114,11.6 billion 149 million yuan.However,haste makes waste.With the rapid development of PPP,the fiscal expenditure responsibility brought by PPP can not be ignored,which includes not only explicit fiscal expenditure,but also many other hidden fiscal expenditure which may increase the government fiscal expenditure responsibility.This makes the PPP project have great financial risks while effectively serving the economic development.After entering 2015,some regions even have the phenomenon of local government debt burden aggravation,the financial risk of PPP project has become a very important focus.And PPP project budget performance management is a kind of performance-oriented by incentive,mutual integration,quality improvement,and efficiency improvement,the government's various financial expenditures in the PPP project into the annual budget and medium and long-term financial planning,to track and monitor the direction and content of budget funds expenditure,and to anticipate.Timely evaluation and feedback of the use of the calculation,making the feedback results effectively applied to the lack of budget performance accountability for the whole life cycle budget performance management mechanism.Through this mechanism,it can not only evaluate the input and output of PPP project in the wholeprocess,but also effectively identify and control the financial risk of the project,so that it can be controlled in time without any substantial impact.But for a long time,our PPP project budget performance management has not really played its role,so we need to start to examine the PPP project budget performance management.In addition,our country proposes to implement budget performance management in an all-round way.PPP project as an important part of budget management in China,it is an inevitable trend to incorporate it into the budget performance management system.This paper combs the exploring situation of PPP project budget performance management in China,and then analyzes and explains the specific practical cases,and concludes that although there is no special budget performance management system for PPP project in China at present,it refers to the existing relevant policy documents and PPP project budget performance.Effective management has formed a relatively stable basic operating mechanism.Budget performance management has gradually penetrated into the whole life cycle of the project.The concept of project budget performance has gradually been accepted and popularized by the public,laying a foundation for the formal formation of PPP project budget performance management system in the future.Despite the above-mentioned achievements in the course of operation,there are still the following problems: the subject of evaluation is not perfect enough,imperfect policy and legal basis,difficult to achieve a balance between partners,extensive evaluation content and evaluation results are not fully utilized.After that,this paper introduces and compares the performance management of PPP project budget in developed countries,and draws a conclusion that the policy and legal basis should be improved and enriched.It is necessary to standardize the participants of budget performance management,perfect the "two types of demonstrations",perfect the corrective mechanism,and construct the risk information system of the whole life cycle.On this basis,combined with China's national conditions,the train of thought starts from three aspects,that is,defining the subject and object of PPP project budget performance management,defining the responsibility of each party budget performance management,and constructing PPP project life cycle budget performance management system.Specific proposals are divided intoshort-term and long-term proposals according to the feasibility of operation.Among them,the recent proposals are as follows: promulgating PPP project budget performance management guidelines,maintaining dynamic balance in the setting of objectives,constructing a sound PPP project common budget performance evaluation index system,improving the feedback and application mechanism of evaluation results,and filling Distribution and play the role of the main performance management;Medium and long-term recommendations are as follows:PPP project budget performance management into the legal system,the introduction of PPP project budget performance management implementation rules in different fields,improve the PPP project budget performance management system.
