As an important way to promote regional economic growth,industrial clusters have become a major research topic for scholars at home and abroad.Industrial clusters play an important role in the development of technological innovation,and technological innovation is also one of the research hotspots in recent years.Therefore,it is very necessary and meaningful to study the relationship between industrial clusters and technological innovation in China.This paper first reviews and summarizes the past literature.In view of the shortcomings of existing research,this paper focuses on the definition,measurement and feature identification of industrial clusters,determines the unified classification criteria according to the internal structural characteristics of industrial clusters,and innovatively divides industrial clusters into traded industrial clusters and local industrial clusters.There are two different types of industrial clusters,studying the impact of different types of industrial clusters on regional technological innovation,and analyzing the role of internal structural characteristics such as specialization and diversification of industrial clusters on regional technological innovation.Referring to the classification criteria of Delgado et al.,this paper divides 524 four-digit industries in China into 438 traded industries and 86 local industries.On this basis,according to the clustering algorithm by Delgado et al.,438 traded industries are divided into 41 traded industrial clusters,and 86 local industries are divided into 5 local industrial clusters,a total of 46 industrial clusters.This paper uses the panel data of 286 cities(including 282 prefecture-level cities and 4 municipalities)from 2005 to 2007 in China,performs the fixed-effect panel estimation,and uses the instrumental variable method to solve the endogenous problem.The empirical results show that:(1)The research and development expenditure by firms in the region has significant positive effects on regional technological innovation;(2)the positive effects of industrial clusters on regional technological innovation is significant;(3)traded industrial clusters play an important role in promoting regional technological innovation,while local industrial clusters have no significant effects;(4)the specialization of industrial clusters can effectively promote the development of technological innovation in the region,and the effects of the diversification of industrial clusters is not significantFinally,based on the empirical research conclusions of this paper,combined with the current economic background and the development status of industrial clusters and technological innovation in China,in order to enhance the role of industrial clusters in promoting technological innovation,this paper proposes some enlightening and targeted policy recommendations.
