With the continuous acceleration of China’s urban-rural integration construction and the deepening of rural land reform,the natural security function of the land is gradually weakening,and the economic function of the land is gradually emerging.Land circulation is an important way to realize the economic function of the land.In recent years,as the number of old people and the disabled and semi-disabled in rural areas has been increasing.The problem of long-term care and nursing for the disabled and semi-disabled old has become a serious social problem.If this problem cannot be properly solved,it will not only affect the quality of life of the old,but also affect the willingness for going to metropolitan area and labor efficiency of young and middle-aged workers in rural areas,and then affect the willingness to circulation land or the ability of large-scale contractual management.Studying rural long-term care insurance in the context of land circulation can further improve the rural social security system and weaken farmers’ dependence on land’s security function,thus promoting the continuous and rapid development of rural land circulation.Through land circulation,farmers’ incomes are increased,which increases their ability to bear the burden of long-term care insurance,which is conducive to the smooth development and sustainable development of long-term care insurance in rural areas.By means of questionnaire investigation and interview,the author investigated and analyzed the situation of land circulation,the present situation of life and the cognition and demand of long-term care insurance for the disabled and semi-disabled old people in the rural areas of Taishan District of Tai’an City.Based on the analysis of survey data and interview content,the author summarized and analyzed the problems of long-term care insurance in rural areas under the background of land circulation.Mainly include: lack of awareness of land circulation policy,non-standard land circulation procedures;The main reason for the low rate of land circulation in disabled and semi-disabled old people families is that their children need to take care of the old people and they cannot go out to work,and the second reason is that they depend on the security function of land at home.The basic condition and physical condition of the disabled and semi-disabled old people are poor,their psychological problems are serious,and their long-term care needs are greater.The infrastructure construction in rural areas is not perfect,and there is a lack of professional care institutionsIV and care staff.Due to the traditional concept of old-age care and the low awareness of long-term care insurance,disabled and half-disabled old people and families are not willing to participate in long-term care insurance;It is difficult to raise funds for long-term care insurance.The cost and level of rehabilitation treatment for the disabled and semi-disabled old people whose land has not yet been circulation red are generally low,and their affordability to bear the cost of long-term care insurance is generally poor.The economic level of disabled and semi-disabled old people families is the key factor affecting the smooth development and sustainable development of long-term care insurance in rural areas.The causes of these problems are further analyzed.The main reasons: The propaganda and guidance of government on land circulation policy is insufficient,and the rural land circulation market is immature.The problem of long-term care for the disabled and semi-disabled old people has not been properly resolved and can only depend on the care of their children;The disabled and semi-disabled old people have weak understanding of long-term care insurance,and the traditional old people pension concept is deeply rooted.The level of social security in rural areas is relatively low,and the function of land security is emphasized.The government’s investment in rural areas is insufficient and not enough attention is paid to rural areas.More than half of the families of disabled and semi-disabled old people have not yet circulated their land,which has directly affected the economic level of these families.Combined with the analysis of the problems and causes of long-term care insurance in rural areas under the background of land circulation,the implementation scheme of long-term care insurance in Taishan rural areas was designed from seven aspects: basic principles,fund-raising methods,treatment conditions and disability assessment,care service modes and contents,treatment payment methods,management of designated care institutions,service modes and supervision and assessment.According to the analysis of existing problems and causes,combined with the implementation plan,the policy suggestions for long-term care insurance in rural areas under the background of land circulation are proposed from six aspects.Mainly include: Vigorously publicizing land circulation policies and related laws and regulations,and standardizing land circulation procedures;Strengthening the propaganda of long-term care insurance through various forms,and actively changing the concept of family pension for residents in rural areas;Giving full play to the economic value of land circulation and establish a multi-level fund-raising mechanism of “government-led,small part of individual contributions,and social strength supplements”;Improving the level of social security in rural areas continuously and speeding up the circulation of rural land.Increasingfund investment in rural areas.Improving infrastructure construction in rural areas.Strengthening professional training for care staff,and encouraging volunteers to actively participate in long-term care services;Exploring the care services suitable for the disabled and semi-disabled old people in rural areas actively.Paying attention to the development of psychological comfort services,and meeting the different nursing needs of the old people.
