J Real-estate Group Company was founded in 2002.It is a real estate development company focusing on high-quality residential buildings.After more than 10 years of development,its business has spread to more than 20 cities in China.However,the real estate industry is severely regulated by policies.The Group Company has been looking for diversified development opportunities and has made strategic plans for this.In order to cooperate with the company's overall strategy,the company has launched a three-in-one internal deepening reform.As the core of the three-in-one reform,human resources should mainly solve the important work of unclear management objectives,inadequate strategy implementation and reshaping enterprise values.The research in this paper starts with the collection and sorting out of human resources theories,and uses the theories of relevant scholars and experts for reference to demonstrate the arguments expounded in the paper.Secondly,according to the problems existing in the work,the author makes a further study and puts forward the corresponding solution-political commissar system.The third is to effectively track and investigate the implementation and effect of the political commissar system,and to summarize and summarize the results of the scheme.The political commissar system,as a platform for the transmission of organizational culture,guides the reform of human resources management through the concept of"branches are built on links",implants and permeates the cultural genes of the group company,and keeps the team running through the execution,exuberant vitality and creativity.The political commissar system has made key reforms and management optimization in personnel comprehensive management,personnel recruitment,remuneration and benefits,performance incentives,training and development.First of all,the political commissar system has obviously made great progress in performance incentives compared with the original human resources system.After the implementation of the political commissar system,the cost-effectiveness ratio of the company as a whole has decreased,which has improved the core competitiveness of the company as a whole and is a leader in the industry.Secondly,the implementation of the political commissar system has controlled and improved the departure rate of the original core personnel,thus ensuring the construction and implementation of key projects.Finally,the implementation of the political commissar system has realized the diversified development of the company.At present,the company has developed to take real estate as the core and has made great progress on the road of combining industry with finance.
