The Research Of Customs Inspection On The Condition Of National Customs Integration

With the development of the world economy,the role of customs trade in services facilitation is rising as an important node in China's foreign trade,besides the inherent functions as keeping our country safe and Trade security.In order to adapt to the requirements of the new form the customs has constantly innovated its supervision mechanism and system and optimized its supervision mode.In this setting the reform of national customs integration enforce formally on July 1,2017.The new customs clearance mode brings new challenges to the customs inspection and supervision.A new subject is how to adapt to the new situation of service trade facilitation requirements,but also to ensure that under the new customs clearance mode of supervision in place.This paper takes Huangpu Xingang customs as an example.The first two chapters analyze the business system of traditional inspection mode combined with the general administration of customs on the inspection of the relevant pilot work to make comparative research and analysis,try to find out the problems existing in the current customs inspection work.The third chapter,we forecast the change of customs clearance mode and the demand of enterprises for customs service trade awareness under the new situation,through the enterprises questionnaire survey.The research shows that under the new customs clearance mode,enterprises will choose more flexible customs clearance ports,the proportion of foreign enterprises in Huangpu Xingang customs will probably rise,bringing new challenges to the regulation;at the same time,enterprises have a growing demand for regulatory inspection to transform functions and improve service awareness.This paper also gives some Suggestions in the opinions of further reform:It is necessary to further innovate the supervision mechanism of inspection departments,get rid of the inherent regulatory thinking,innovative regulatory ideas,effectively improve the inspection department service awareness;at the same time,we need increase investment in science and technology,establish a more three-dimensional and efficient regulatory chain to ensure that oversight is in place.
