Since the eighteenth congress to xi jinping comrades of the CPC central committee attaches great importance to scientific and technological innovation as the core,it is the core of the party and the national development and global position,constructed from concept to the strategy into action system,formed the xi jinping,general secretary of the new era of socialism with Chinese characteristics,thoughts of scientific and technological innovation to guide our country to build an innovation-oriented country and the world powers have made remarkable achievements of science and technology.In recent years,in the case of fiscal revenue and expenditure contradiction is very outstanding,Guangxi through adjusting optimize expenditure structure,increased spending on fiscal science and technology,according to statistics,in the science and technology of the general public budget spending from 2.825 billion yuan in 2011,increased to 4.655 billion yuan in 2016,the average annual growth of 10.5%.Among them,the funds for research and development,namely basic research expenditure,applied research expenditure and technology research and development expenditure,increased from 1.788 billion yuan in 2011 to 3.067 billion yuan in 2016,with an average annual increase of 11.4%.In 2016,Guangxi held a regional conference on innovation-driven development,and the system of scientific and technological innovation is constantly improving.In the present science and technology input to such an important position,under the condition of Guangxi's present policy of supporting innovation is to adapt the request of the new environment,from the point of view of the analysis efficiency of investment in science and technology,the efficiency of fiscal expenditure on science and technology in Guangxi in the row of position,after a description of policy and system in Guangxi at present to keep up with the pace of the rapid development in science and technology policy there are still many needs to adjust and perfect.This article firstly summarizes the current fiscal expenditure on science and technology in Guangxi situation and the existing policy,and analyzes the change trend of fiscal expenditure on science and technology in recent years,the fiscal expenditure on science and technology influence GDP growth in recent years was analyzed,and the linear relationship between the stressed the importance of fiscal expenditure on science and technology growth.By collecting the provincial science and technology input and output data,by DEA model,analysis of the current input and output efficiency of science and technology in Guangxi at a lower level,financial support of science and technology policy does not meet the needs of the current development of science and technology.Also collected some financial support policy of science and technology both at home and abroad,and their advantages on the basis of the comparison and analysis,and further analyzes the problems existing in the financial support of science and technology policy of Guangxi,hindered the progress of the current scientific and technological innovation.Finally,according to the above analysis,the paper puts forward some Suggestions on improving Guangxi fiscal science and technology policy.The authors point of view:Fiscal policy efficiency of investment in science and technology funds have a vital role,Guangxi current input and output efficiency of science and technology is not high,to draw lessons from some advanced experience both at home and abroad,and constantly improve the management of science and technology policy,improve the environment for scientific research,in particular,mainly includes several aspects:one is insist on fiscal expenditure on science and technology the bottom line,we will continue to increase fiscal expenditure on science and technology,optimize the investment structure,improve the scientific research funds budget management;Second,we should establish a policy management system conducive to improving the scientific research environment,reform the incentive mechanism of intellectual rewards,further standardize the project approval,conclusion and evaluation,and flexibly relax the management of horizontal projects.Third,we should unify and standardize the financial system management of scientific research funds of social sciences,and further deepen the reform of the research management mode of financial philosophy and social science.Fourth,we should establish the status of innovation subject of enterprises,encourage personnel within the system to create scientific and technological enterprise legal persons,actively apply fiscal and tax policies,focus on guiding enterprises to play the role of innovation subject,actively apply relevant scientific and technological and financial policies,and amplify fiscal leverage.
