Fiscal policy is to enhance the capability of independent innovation as one of the most important tools,the role of which has more and more attracted the attention of local governments. Because of the special natural and historical environment,the independent innovation ability of Shanxi province has a disparity at a certain extent and exists a vast promotion compared to other Eastern Province.Shanxi Province's economy relies too much on the development of coal industry. Now,proposed strategy for Central China give us a very good opportunities.So in order to strengthen the ability further and put forward economic development fully, harmoniously and continuously,it is indispensable for us to study on independent innovation fiscal policy.This thesis first explains the research status in and out of country and introduces some relative definitions of independent innovation and fiscal policy, making a conclusion of the main characters. It also describes and analyzes independent innovation policy evolvement in Shanxi province, and then set forth theory basis of independent innovation . In order to highlight the key ,the thesis do in-depth study on policy about Finance scientific and technological input, Government Procurement and Tax incentives.Through listing the current policy and analysising running effect ,we can find its deficiencies. The research process used in the normative analysis and empirical analysis.At last,the thesis put forward some recommendations on these issue. Another highlights of this thesis is that it pose many advice from different areas, such as Finance, Intellectual property rights and HR,at the same time. Through a variety of policies complement each other, the overall capability of independent innovation in Shanxi Province will be faster and better enhance.
