Taking the situation and development of Lai Bin City's specialized plant protection service organizations as the object,through investigation to analyze their types of specialized service organization from situations such as composition of employees,mode of operation and management and channels of investment and financing,so as to find out their problems in developing and propose developing countermeasures and suggestions.Lai Bin City is rich in agricultural resource,its stable yield area of crops reaches 2.3 million mu,its main crops are rice,sugar cane and fruit trees,etc.,and possesses good foundation of service organization development and promotion.There are total 126 specialized plant protection service organizations and they are in the initial developing stage in the City.Their main developing modes are:public service,large household autonomy,grassroot organization,based on agricultural resources,enterprise leading and association cooperation,etc.At present,they are small in scale,slow in development and less in promotion and popularization.Some problems exist in these specialized service organizations.For instance,the organization of grassroot plant protection is weak in capacity,small in scale,unstable in staff,backward in equipment,dispersed in land spots,lack of supervision and peasants' understanding,bad risk resistance and financing difficulties,etc.Solution and suggestion to existing problems:government guiding the developing direction of plant protection;strengthening publicity and promotion;encouraging multiple operation of a service organization and widening the service range;importing advanced technology and equipment;improving prevention effect by plant protection UAV;enhancing benefit farming policy and subsidy;regulating market order;practicing effective supervision and enlarging investment and financing,etc.
