Since the reform and opening up,the development of China's economy develops rapidly.With the improvement of people's living standard,more and more people pay attention to the quality and safety of the food.Animal products as an important part of the food,people have been increasing paying attention to the quality and safety of them.In recent years,due to the widely use of fertilizers,pesticides,veterinary drugs,feed additives,in promoting the substantial increase in livestock production;it brings the hidden danger of quality and safety of animal products too.Excessive pesticide residues,excessive pesticide residues,illegal to add toxic and hazardous substances and other acts become the serious threat for people's health and life safety.Strengthen the quality and safety supervision of animal products is imperative.Based on the government failure theory and the new public service theory,this paper takes the "People's Republic of China food safety law","People's Republic of China agricultural product quality and safety law","Regulations on the administration of veterinary drugs",Regulation on the administration of feed and feed additives,"Liaoning province animal products quality and safety management regulations" and other relevant laws and regulations for guidance,drawing lessons from domestic and foreign research results,combined with the F city animal products quality and safety supervision and management of the status quo,The use of literature review,case analysis,Studying the problems which existed in the supervision and management of the quality and safety of animal products in F city,the results have shown that:The supervision and management of the quality and safety of animal products in F city has blind area;The animal products monitoring is short of the rationality and validity;The problem of lack of the improper use of veterinary drug abuse problems is useless;The supervision of feed including illegal drugs,illegal additives,toxic and hazardous substances is not enough;Out-of-town meat of regulatory capacity is obviously inadequate;Potential risks of quality and safety of animal products still exist.Because of the quality and safety of animal products,relevant laws and regulations are not perfect;livestock products supervision and management system is not perfect;to develop quality and safety inspection system of animal products;animal products quality and safety traceability system of livestock products loopholes;illegal covert means,supervision methods should be improved;some livestock products are lack of integrity and moral reduced levels of practitioners.In view of the quality and safety supervision of animal products of F city,F city should guard the quality and safety of animal products mark strictly,improve the supervision and management system gradually,strengthen the construction quality and safety of animal products,animal products quality and safety inspection system to speed up the livestock product traceability system,strengthen the construction quality and safety risk warning mechanism of animal products to absorb and use the advanced management theory and experience in supervision to ensure the quality and safety of animal products.
