The fifth plenary session of the 18 th central committee of the communist party of China clearly proposed that we should maintain steady and medium-high speed of social and economic growth, give play to the basic role of consumption in economic growth, and strive to raise the level of household consumption. In this context, how to improve the rural social security system, release the long-term potential of rural consumption capacity and thereby promote economic and social development is a major issue that must be addressed at present. In recent years, with the continuous expansion of China's social security "network",the social policy mainly represented by social security has become another way of national income redistribution, which has exerted a significant impact on reducing risks in people's economic life and improving household consumption, and has become an important means to expand domestic demand. Therefore,it is of great significance to explore the linkage mechanism between social security and rural residents' consumption demand, improve and perfect the rural social security system, expand the rural residents' consumption demand, accelerate the development process of industrialization and urbanization, eliminate the urban-rural dual structure, and improve the living standard of rural residents. In view of this, this paper uses the 2016 China Labor Dynamics Survey data, using descriptive statistics and econometric methods, based on the theory of consumer behavior, analyzes the impact of social security on rural residents' consumption behavior. This study takes social security and consumer behavior as the core basis, mainly including the following three parts. The second is to analyze the influencing mechanism of social security on rural residents' consumption behavior.Third, the empirical analysis of social security on rural residents' consumption behavior. The following research conclusions are drawn :(1)social security has a positive effect on rural residents' consumption, and its effect is mainly induced.Participation in the purchase of social security is conducive to promoting rural residents' consumption. But at present, the proportion of farmers participating in the purchase of new agricultural cooperative and new agricultural insurance is 89.3% and 60.9% respectively. The proportion of people who buy commercial medical insurance and commercial endowment insurance is only 5.6% and 3.1%.In addition to the new rural area, social security coverage in rural areas is relatively low.(2)the per capita consumption expenditure of rural households that purchase commercial medical insurance and endowment insurance will increase by 18.98% and 30.85%,respectively,which has a significant promoting effect. It effectively increases the per capita consumption expenditure of rural households and is an important factor to promote the consumption growth of rural households.(3)the influence of education degree on rural residents' consumption is significant, and the improvement of rural households' education degree is conducive to the increase of per capita consumption expenditure.(4)the ratio of per capita income to non-agricultural employment has a significant impact on per capita consumption of rural households.Income has always been one of the most direct and important factors affecting household consumption.Non-agricultural employment also promotes the consumption of rural residents by improving and improving the income source and income level of rural households.Based on the above research conclusions, explore how to promote the consumption of rural residents,so that social security can promote and improve people's optimistic expectations for the future, and boost consumer confidence so as to further expand consumer demand. This paper puts forward the following policy Suggestions: first, strengthen the construction of rural social security system, enhance the awareness of rural residents to participate in insurance and transfer risks, and improve the coverage rate of rural social security;Second,we should increase investment in rural basic education, comprehensively improve the comprehensive quality of rural residents from both the elderly farmers and the children of farmers, and complete the replacement of new and old farmers' cultural level in rural areas.Third,we will accelerate the increase of rural residents' incomes, create a favorable employment environment and achieve employment in various forms.
