Study On The Problems Of Industrial Poverty Alleviation In Shanxi Province And Its Optimization Strategies

With the country's emphasis on the "three rural issues," the importance of industrial poverty alleviation is increasingly prominent.Poverty alleviation by industry is an important anti-poverty strategy taken by China in 2003 and implemented by the Science and Technology Commission in rural areas.In order to reduce the number of poor people in the new period and achieve the goal of getting rid of poverty,we must accelerate the implementation of industrial poverty alleviation.According to the requirements of the "Twelfth Five-Year Plan",poverty alleviation must be carried through to the overall situation of economic and social development and become an engine for promoting economic development.Poverty alleviation and development should always be listed as the first people's livelihood project and the top priority,and industrial poverty alleviation should be the focus.engineering.There are many roads for the development of poverty-stricken areas,but the road to poverty alleviation by industry is a necessary path.Only by helping the poor in the industry can we achieve the transition from "transfusion type"to"hematopoietic typ".Therefore,it has important research significance for how to develop Shanxi's industrial poverty alleviation.This paper studies the efficiency improvement of poverty alleviation in Shanxi Province.First of all,the connotation,characteristics and policy evolution of the industry poverty alleviation,as well as the overview of the efficiency theory are described.Then,adopts the quantitative method,statistics and questionnaires from government department two dimensions,in Datong county,county,Fanshi,Pingshun and Xi county,the depth of five counties in a large number of field test,in-depth analysis of data,shows that the per capita net income of farmers in Shanxi Province is 4378.13 yuan,Xi county of farmers per capita net income of 4762 yuan,increased 8.77%compared with the per capita net income of farmers in Shanxi Province.The per capita net income of farmers in Lan county was 4370 yuan,down by 0.19%.The per capita net income of farmers in Fanzhi county was 6474 yuan,an increase of 47.87%.In pingshun county,the per capita net income of farmers was 5054 yuan,an increase of 15.44%.The per capita net income of farmers in Datong county increased by 73.02%compared with 7675 yuan.The industrial poverty alleviation in the five deep poverty-stricken counties has some achievements.The efficiency of poverty alleviation in the industry has been improved,and the most prominent in Datong county is the worst in the county.In the questionnaire,respondents believe that three scientific and technological personnel or science and technology correspondent in poverty alleviation and achieved a good effect in the science and technology have 24.8%,think general results with 28.5%,27.4%think achieve good effect.It can be seen that most of the respondents are more likely to recognize the role of science and technology talents in the three regions or the role of science and technology commissioners.It is believed that the technical personnel of the three regions or the special commissioner of science and technology can play an effective role in reducing the poverty of science and technology.On this basis,the paper analyzes the problems and causes of the improvement of poverty alleviation efficiency in Shanxi Province from a multi-disciplinary perspective.In the perspective of economics,the poor natural endowment,weak industrial foundation and small economic volume lead to the failure of industrial development to accumulate effectively,and it is difficult to produce the effect that industry should have.From the perspective of social psychology,farmers' spiritual poverty and lack of proper life belief,lack of the initiative to get rid of poverty,and poverty alleviation became an important social and cultural motivation to restrict industrial poverty alleviation;From the perspective of management:the government's long management and segmentation,which leads to the fragmentation of the industrial poverty alleviation management,the efficiency of the industrial poverty alleviation needs to be improved;From the perspective of pedagogy,education system facing agriculture is not perfect,lack of education,poor quality of science and technology of farmers,severe shortage of science and technology human capital needed for industrial poverty alleviation;From the perspective of ecology,the development concept of agricultural industry in circulation,green and ecology has not been effectively implemented,and the ecological benefit of industrial poverty alleviation has become the key factor for the improvement of poverty alleviation efficiency.Finally,the paper through the further analysis of the data and the depth of the attribution analysis,proposed the Shanxi agro-industries can helps for poverty alleviation performance strategy:such as setting up the linkage of the integration of industry resources for poverty alleviation mechanism,the innovation is helpful to improve industrial efficiency of the model for poverty alleviation poverty alleviation,conducive to relocate industries subject initiative atmosphere,improve the system of poverty alleviation is helpful to guide industry security policy,formulate the effect of poverty alleviation project assessment is helpful to motivate industry.
