Research On The Optimization Of The Administration System Of County Parks In Remote Areas

In the process of the Reform and Opening up of the past 40 years,significant achievements have been made in construction of the park,an important economic growth pole and reform pilot.Acute problems caused by unbalanced and inadequate development among different regions in the country await solutions,with 984 counties and districts in total still being identified as remote areas with great difficulties.As China's economic development has entered a new normal with high-quality development,to strengthen the development of the park economy in county-level administrative regions in these remote areas has become an important stronghold to promote the balanced development in regions.The development of the park economy in remote areas is faced with many challenges in the new period.Externally,the challenges are as follows: limited policy support,serious development of homogenization,weak overall competitiveness,and great difficulties in coordination of work.Internally,the challenges are as follows: small economy size,weak industrial foundation,single channel for construction financing,a shortage of professional personnel,difficulties in investment introduction,limited decision-making power,and low efficiency of motion.These problems are closely related to the administration system of the parks.Therefore,to solve these problems,it is required to optimize the administration system of county parks in remote areas and further promote the balanced development in regions across the country.With the literature research method,case analysis method and survey method applied,this paper takes the park construction practice in JL County as the example to analyze the optimization of the administration system of county parks in remote areas from three aspects.First of all,by virtue of the literatures available,the achievements that have been made and related lessons and problems in the park development in China are summarized.Accordingly,the development is divided into the following four periods.During the exploration period,a unified administration system has not yet been formed,and the local government-leading is the main mode in the exploration of the administration.During the ramp-up period,the park administrators gradually have a certain understanding of the administration system,but it is not perfect.During the growing period,the corresponding guidance documents are issued to regulate the administration system,with parks growing rapidly.During the adjustment period,definitive documents are issued,and three types of administration system mode are gradually developed: government-leading,integration of government and enterprise leading and enterprise-leading.During the upgrading period,the reform and optimization of the administration system of parks are forced due to the fact that the autonomous administration authority of the park does not completely coincide with the status quo of economic and industrial development.Therefore,it is required to combine with the market development needs in the current research on optimizing the administration system of the parks.Then,based on literature and case studies,the main types of park administration systems at home and abroad are summarized as follows.Main types at abroad are government administration-oriented,park management-oriented,enterprise management-oriented,academy-industry integrated management,and multi-party integration management,and those at home are government-leading,integration of government and enterprise leading,and enterprise-leading modes.It is found by comparison that due to the differences in the development of economic,cultural,historical and legal aspects at home and abroad,China's legal protection of the parks is still not strong,with policy documents as the mainstay.Most of the domestic parks are mainly in the government-leading administration system.In general,rapid progress is made in the construction the parks in the early stage.However,after the park construction is at a new stage,the autonomous administration authority of the park is gradually constrained by government,exposed such problems as the lack of legislative protection,ambiguity of institutional mandates,single funding channels,and weak industrial competitiveness.This requires to making appropriate adjustment promptly in selection of the administration system type for analyzing the administration system of county parks in remote areas.The third is to analyze the existing problems and causes of the administration system of the parks in JL County combining with the interviews and questionnaire survey.The main problems in the current administration system are pointed out,including low efficiency of decision-making procedures,the lack of personnel guarantee in the park,the large gap in the construction funds of the park,the slow promotion of investment promotion in the park,and the weak effectiveness of the park policy.The main reasons are as follows: the government and the park administration committee fail to clearly determine the status of the administration subject;the government's identification of the development stage of the park is not accurate enough;and the government's authorization for the park is not compatible with the actual needs.Finally,the following countermeasures and suggestions for optimizing the administration system of the park in JL County are proposed: accelerate the establishment of a joint meeting system and enhance the decision-making mechanism of the park;strengthen the personnel guarantee in the park and promote the overall construction of the park;strengthen the construction of the administration committee and clarify the responsibilities of the administration committee;broaden the financing channels to make up for the funding gap of the park;establish the investment promotion mechanism of the park to enhance the investment promotion process of the park;improve the development management system of the park to ensure the effective implementation of the policies.The paper highlights the importance and urgency of the optimization of the park administration system through the above analysis,provide references for the development of the county parks in remote areas,and provides certain solutions and meaningful thinking under the context of requiring to making the balanced and coordinated development in regions across the country.
