Due to China's dual land system,the value of rural land has been in a state of slumber for a long time,and there is a huge gap in the distribution of urban and rural land benefits.Collective management construction land is a space carrier for non-agricultural industries in rural areas,especially rural industries,and carries huge economic development vitality to be released.The reform of collective management construction land marketization is a useful exploration to break the dual pattern of urban and rural land.However,the collective ownership of rural land has a more complex interest pattern than urban land,especially the problem of unfair distribution of interests and damage to interests caused by the phenomenon of"private marketization"that has appeared in some areas before the pilot of the market.Based on the existing foundation and combined with the pilot of Daxing District,this study adopts the "case study method" to conduct in-depth research on the interests appeal,benefit game and income balance of different subjects in the multi-interest pattern in the process of marketization.The second chapter introduces the formation process and development status of rural collective management construction land in China,and summarizes and compares several key pilot areas for implementing rural collective construction construction land,and lays a theoretical foundation for follow-up research.The third and fourth chapters are introduced into the pilot case of Daxing District in Beijing.The three aspects of interest subject,interest relationship and balance state are carried out,and the interests of the collective management construction land are analyzed.The fifth chapter expounds the factors affecting the balance of the interests of collective management construction land marketization,and combines the influencing factors to conduct a qualitative analysis of the relevant market entry mechanism of Daxing pilot.Studies have shown that with the entry of collective construction construction land marketization,the government no longer acts as the sole landlord for construction land,directly affecting the income of local government land sales,and it has broken the established interest pattern in which the government used land finance to return land value-added income back to urban and rural public utilities construction.It has also changed the problem of unclear financial power between the government,collective economic organizations and villagers in the past collective construction land,effectively reducing the private marketization,making the government a major stakeholder,and the government does not have to levy supervision on rural construction land through levying.A more complex balance is formed between the stakeholders in the market,which is expressed as the external balance between the stakeholders and the balance within the interests.In order to ensure a relatively balanced interest pattern,it is necessary to limit the factors that affect the balance of market interest,including external factors(use,space,time series,and income distribution between different entities)and internal factors(indicators and internal income distribution of each entity).In addition to the above-mentioned factors,the Daxing pilot has designed the marketization mechanism.It has also designed a system of"one pool and one pool"to reserve space for government regulation and control,which is in order to avoide the initial stage of market reform,many policy systems are still not perfect,resulting in problems such as income imbalance.Finally,in the experience of the Daxing pilot project,this paper further proposes relevant suggestions for promoting the reform of collective management construction land marketization.
