Study On Social Risk Of Rural Land Expropriation In Urumqi

In recent years,Urumqi,the rapid economic and social development,the demand for land is increasing,the original construction land in Urumqi to a certain extent,it is difficult to meet the current economic and social development,but most of the land surrounding the peasants' collective ownership,to make the city more quickly better,occupying the peasant collective land expropriation,for economic development has become an important way of city construction,therefore caused Urumqi land scale is also increasing,causing a lot of conflict of land.Based on the present situation of Urumqi rural land for in-depth analysis,combined with a typical case,studied the causes,manifestations,predisposing factors of rural land expropriation of social risk,social risk analysis of rural land in Urumqi in three aspects of cost risk,security risk,trust risk.The main reasons of land expropriation risks include economic factors,institutional factors,administrative and social factors,including land expropriation risk economic factors and agricultural efficiency is low and the income gap between urban and rural areas is too large and the land finance.The system factors of land expropriation risk are too low,the land expropriation compensation mode is single,the social security system of land expropriated peasants is not perfect and the risk assessment system of land expropriation is imperfect.The administrative factors of land expropriation risk are not related to the procedure of land expropriation,the lack of effective supervision of land law enforcement and the lack of legal concept of land acquisition personnel.Social factors and land expropriation risk multi-ethnic living environment,landless peasants' legal consciousness is weak,the landless peasants lack of social identity,the farmers' rights elite propaganda and public opinion guidance about the bad.In order to better promote the development of rural Urumqi sustained and stable combination of rural land in the study of social risk causes,manifestations,predisposing factors and problems,from the economic,social,administrative and system four aspects put forward the following measures to avoid land social risks:one is to strengthen the land management of stakeholders and compensation management.Two is to improve land acquisition compensation standards,diversified resettlement methods,improve the rural social security system,the establishment of land acquisition risk assessment system.The three is to standardize land acquisition procedures,strengthen land law enforcement,improve the legal concept of land acquisition personnel.Four is to continuously improve the legal consciousness of farmers and farmers'social status,and establish the correct values of the media.
