With the continuous opening and development of international financial markets,the trend of financial globalization is gradually increasing,mainly as follows: globalization of financial capital,globalization of financial institutions,globalization of financial services and globalization of financial supervision.As one of the important pillars of China's financial system,commercial banks are bound to bear the pressure of changes from the external environment in the process of participating in financial globalization.In the domestic financial market,commercial banks are also facing the dual challenges brought by the interest rate marketization reform: on the one hand,the reduction of deposit and loan spreads directly affects the reduction of bank profits;on the other hand,interest rates are constantly changing with the supply and demand of market funds.It will increase the difficulty of commercial banks in monitoring risks.As a special group with insufficient "innate conditions" in China's banking industry,city commercial banks are facing more pressure than other domestic state-owned banks and large joint-stock banks.Effective performance management is the foundation of the overall operation management of the enterprise.By constructing a scientific performance evaluation system,it can comprehensively and dynamically implement strategic management of the enterprise and promote the realization of the strategic goals of the enterprise.The performance evaluation system of balanced scorecard has been continuously applied to the performance appraisal management of banks in recent years,but most of them use a balanced scorecard to construct a new system.The focus of this paper is on the basis of balanced scorecard application.In the above,how to optimize and improve,so that the performance evaluation system can contribute more to the realization of strategic goals.This paper firstly analyzes the current performance evaluation system of SH Commercial Bank.Although SH Commercial Bank has applied the Balanced Scorecard,in the current stage of strategic transition,there has been a situation that does not match its own development and cannot meet the development of strategic transition.According to the strategic objectives of SH Commercial Bank,the strategic map including the objectives of each dimension is drawn,and the key performance indicators of each dimension are selected,the weights are given,and a complete performance evaluation system is constructed.Finally,the optimized performance evaluation is carried out.The system conducts comparative analysis and proposes safeguard measures that should be done for effective implementation.This paper takes SH commercial bank performance evaluation as the research object,and comprehensively applies a variety of performance management methods such as balanced scorecard and key performance indicators to study the performance evaluation system of SH commercial bank.The research methods and conclusions used in this paper have certain reference significance for the design of other bank performance evaluation systems.
