China's agricultural land property rights system has experienced many historical changes,and each time the institutional changes are the process of continuous coupling of the property rights system and the institutional environment.The No.1 Document of the Central Committee for the fourth consecutive year of 2016-2019 pointed out that it is necessary to release the land management right and guide the orderly transfer of land management rights,develop moderately large-scale operations,and improve the laws,regulations and policy systems of “three rights separation”.The “three rights separation”system is another major institutional innovation in China's rural property rights system reform since the household contract responsibility system.This policy has given farmers more clearly,stable and safe farmland property rights,through the release of land management.In the past few years of policy implementation,has the stability of property rights and the security of property rights have an incentive effect on the decision-making behavior of farmers' circulation,and promoted the circulation of agricultural land?Expanding the scale of agricultural production investment and operation,and increasing agricultural production and income? These problems need to be tested through empirical research.In recent years,many scholars have deeply studied the rights connotation,rights relationship,mechanism of action and realization path of this policy.However,there are few studies on the recognition of the “three rights separation” system from the farmer level.The promotion of farmland circulation requires not only the promotion of the government,but also the decision-making behavior of the farmers.It is an effective means to accurately understand the transfer behavior of farmers and find out the key factors affecting the transfer of farmers' “three rights separation” system and affecting the decision-making of farmers' policies.It is also a key step in the reform and improvement of rural land system in China.Therefore,in the context of the “three rights separation”system,first of all,by reading and combing a large number of documents,understanding the meaning of each noun,combined with relevant research theories,determine theresearch topic of this article.Secondly,the research questionnaire was designed around the research theme and a large-scale farmer survey was conducted in 9 districts of Hubei Province to obtain the data needed for the study.Thirdly,based on the theory of planned behavior,constructing the “three rights separation” system recognition structural equation model from the perspective of farmers,exploring the inherent logical mechanism and influencing factors of farmer policy recognition behavior,and analyzing the policy of different farmer groups through multi-group structural equation model The internal difference of recognition;on the basis of grasping the influencing factors of farmers' policy approval,find out the key factors affecting the transfer behavior of different types of farmers and make a comparative analysis to explore the incentive effect of property rights.Finally,according to the combined research conclusions of this paper,the policy opinions and research prospects of the “three rights separation” system optimization and promotion of circulation are put forward in a targeted manner.The conclusions of this paper are summarized as follows: First,Having a stable agricultural land contract will encourage farmers to make enthusiasm for land transfer decisions.The number of land adjustments(M2)?the number of years of contractual certificate issuance(M3)and the scale of contracted land management(M4)have a significant impact on farmers' policy approval.The study further shows that the number of land adjustments has no significant impact on farmers' farmland transfer decision-making behavior.However,the decision-making behavior of the peasant farmer's farmland transfer is significant,and whether the farmland transfer contract is signed has a significant positive impact on the transfer behavior of the transfer farmer's farmland.Second,behavioral attitudes and subjective norms have a significant positive impact on farmers' policy approval.Hypothesis 2 and Hypothesis 3 are validated,and behavioral attitudes are the active factors of policy recognition.Third,there are certain differences between the different groups of farmers' policy approval and the factors affecting their transfer decision-making behavior.The multi-group structural equation model study found that there is no significant difference between the households' education level groups;the farmers in the pilot areas are the behavioral attitudes andpolicies of the former compared with the non-pilot households and the transfer households.The recognized path coefficient is more significant;however,in the farmer type group,the subjective norms of the transferee do not reach a significant level for the policy approval path coefficient,while the non-transfer households reach a significant level of 1%.The analysis in the fifth chapter further shows that the analysis of the influencing factors of the farmer's agricultural land transfer decision-making behavior shows that the head of the household,the gender of the head of the household,the education of the head of the household,the number of family agricultural labor,the number of family students,the scale of the family farmland and the research area.The variables have a significant impact on the decision-making behavior of the farmer's agricultural land transfer.The degree of education of the head of household has a significant positive impact on the turnover rate of the transfer of households and the farmland management area,while the head of household,the gender of the household head,and the family agricultural labor force.The number of students?the number of students and the survey area have no effect on the transfer rate of farmland to the transfer.In order to improve the farmers' recognition of the “three rights separation” system,promote the scale of agricultural land circulation,and cultivate and develop the modern agricultural management system as soon as possible,combined with the above conclusions,put forward the policy opinions of this article: First,through the land rights registration and standard contract signing and The issuance of management rights certificates will enhance the security of property rights of farmers.Then,improve the understanding and recognition of the “three rights separation” system of farmers.Finally,organizations in various departments need to adopt diversified farmland circulation and labor support policies for different types of farmers to improve their development capabilities.To a certain extent,this paper makes up for the limitations of current scholars' research on the “three rights separation” system,which helps to improve the understanding of the connotation of the“three rights separation” system and to a certainextent It can provide theoretical support and empirical evidence for the reform of the national agricultural land property rights system.
