A Comparative Study On Innovation Ability Of Heterogeneous Cities

After the founding of New China,China's factor-driven economic development model has greatly helped China's economic recovery,but with the continuous consumption of resources,this development model is bound to be eliminated.At present,China's economy has entered a new normal.The so-called new normality emphasizes the sustained economic growth brought about by the transformation of the economic structure,not just the total economy,promotes growth with development,and promotes development with growth.The sustainable development of the economy lies in the continuous improvement of the ability to maintain independent innovation.To this end,how to improve the ability of independent innovation is a development proposition that is urgently needed by governments at all levels in China.As the basic unit of the country,the city bears most of the country's GDP and tax revenue.As the most important output of the national economy,the city has concentrated a large number of scientific research and innovation forces.In the process of maintaining China's sustained economic growth and comprehensive economic transformation,the city plays the glorious mission of organizers and implementers.Further improving the city's ability to innovate and encouraging urban primary innovation is the core content of the scientific development concept.Under the atmosphere of vigorous innovation in China,cities are scrambling and innovation activities are emerging.Is the efficiency of innovation in cities effective? Has it really adjusted the economic structure? It is a question that really deserves everyone to think about.After reading a lot of relevant literatures on the innovation capability evaluation system at home and abroad,this paper seeks the framework ideas and construction skills of the experts and scholars on the evaluation system of innovation ability,and based on the actual situation of innovation in domestic cities,from the basic ability of innovation and the ability to invest in innovation.Four aspects of innovation output capability and innovation performance ability,select relevant primary economic indicators,and then screen the primary indicators through discriminative analysis,eliminate the economic indicators with poor discriminating power,and finally construct a heterogeneous urban innovation ability evaluation system.In order to comprehensively and multi-angle the comprehensive evaluation of the innovation capabilities of cities across China,and put forward effective policy recommendations.In terms of specific data evaluation methods,this study uses the principal component analysis method to classify and reduce the data of 20 innovative indicators with strong discriminative power based on the initial data collection and collation of sample cities.Individual scores for innovation basic capabilities,innovation input capabilities,innovation output capabilities,and innovation performance capabilities in each city.In addition,this study aims to comprehensively score the innovation ability of each city by using the analytic hierarchy process to evaluate the comprehensive development of innovation in each city.The basic data for evaluation used in this paper are derived from official data such as the statistical yearbooks of cities and cities and statistical bulletins of various cities.In the selection of sample cities,this paper selects the provincial capital cities of China and Shenzhen as the evaluation object.The reasons are as follows.Provincial capital city,as a region with prominent economic strength in the province,has obvious regional representativeness and heterogeneity characteristics.Provincial capital city,as a priority allocation area of all kinds of resources in the province,its innovation ability evaluation can reflect the innovation status of the province to a certain extent.Provincial capital city,as a provincial economic growth pole,is responsible for driving the economic development of surrounding cities.The innovation ability of provincial capital cities is directly related to their outward radiation.Secondly,joining Shenzhen is based on its outstanding innovative ability,which has great research value as the leading city of innovation in China.Through this research,we can recognize the status quo of innovation basic ability,innovation input ability,innovation output ability and innovation performance ability of sample cities from the structural decomposition of innovation ability,and start from the innovation structure to formulate innovative development policies that are more in line with urban characteristics.To create an innovative atmosphere of local color,and finally propose to improve the market system,create an atmosphere of innovation;attach importance to talent introduction,increase education expenditure;strengthen policy support,encourage enterprise innovation;protect intellectual property rights,safeguard the rights and interests of the main body;improve the innovation network and promote information exchange And other countermeasures and suggestions,with a view to enhancing the city's primary innovation vitality and promoting policy recommendations for the further development of urban independent innovation.
