Study On Implementation And Effect Of Serious Illness Medical Insurance For Urban And Rural Residents In Liaoning

On August 24,2012,the six ministries and commissions of the State Council officially issued the Guiding Opinions on Developing Serious Disease Insurance for Urban and Rural Residents.(Hereinafter referred to as "opinion").We should clearly introduce the market mechanism and establish a serious illness insurance system.The world's largest medical insurance network is further closely knitted.Liaoning Province officially launched the medical insurance system for serious illness of urban and rural residents from January 15 2014,with the minimum reimbursement rate reaching over 55%.urban and rural residents' serious illness insurance has played an important role in effectively alleviating social problems such as poverty caused by illness and return to poverty due to illness.In recent years,Liaoning Province on the overall operation of urban and rural residents' serious illness insurance is stable,and better achieve the desired objectives The downward pressure of Liaoning Province's economy is great,and there are still some difficulties and problems in the operation of urban and rural residents'serious illness insurance,such as the overall level of serious illness insurance is low.financing channels are single,the infrastructure of the new rural cooperative medical insurance is weak,and some areas appear compensation overexpenditure and so on.Through the study,on the basis of in-depth analysis of the problems faced by urban and rural residents in Liaoning Province in the implementation of serious illness insurance,specific measures are put forward to improve the overall planning level,improve financing channels,strengthen the construction of the main body,give full play to the synergy of various medical insurance policies.On this basis,further put forward the establishment of outpatient major illness insurance system,strengthen support for commercial insurance,improve residents' awareness of prevention and health care and create a good environment for the development of major illness insurance.This article is based on the current situation of economic and social development in Liaoning province.On this basis,the paper puts forward some suggestions on the problems encountered in the implementation of the current urban and rural residents'serious illness insurance,and puts forward some suggestions on the upgrade of the serious illness insurance system in the future.
