Pension insurance is the most important insurance in social insurance system,and it is also a major event that related to the pension of the whole nation.Especially,with the aging of the population,improving the endowment insurance system has become the most important part of the reformation of the social insurance system.According to the "Prospective Industrial Research Institute,China',It is anticipated that the number of basic old-age insurance applicants in China will reach 87,4.37 million in 2016,with the next five years(2016-2020)the annual average growth rate being about 1.86%,and the number of basic pension insurance in China will reach 941 million 370 thousand in 2020.Participation in social endowlment insurance plays an important role both in enterprises and individuals,and it is also of great significance to the long-term and stable development of the country and society.For enterprises,the first thing is to help mobilize the enthusiasm of the staff and workers and improve the efficiency of production process.Secondly,to a certain extent,it can encourage employees to be loyal to the enterprises,and reduce the turnover rate,and reduce the management and operating costs of enterprises.Thirdly,it is helpful for enterprises to establish a good image,to attract outstanding talents,and to improve the quality of human capital.Fourth,it is helpful to establish the modern enterprise system,to realize the docking with the international standard,and to strengthen the international competitiveness of the enterprise.For individuals,participation in pension insurance is not only the legitimate rights and interests of workers,but also the obligation to protect the old workers,and to reduce the burden of children.At the same time,it can promote the upgrading of labor groups,to ensure the smooth growth of new labor force employment.For society,with the arrival of an aging population,the proportion of the elderly population is increasing and the number of people is also increasing.The old-age insurance ensures the basic life of the elderly workers,which is equivalent to ensuring the basic life of a considerable part of the population in society.People are more stable,less impetuous,which is conducive to social stability.In recent years,the problem of endowment insurance in our country is becoming more and more serious,and the sustainability of endowment insurance is facing a crisis.According to the "Green book on social security:report on the development of social security in China(2017)",it can be seen from the published data that the pressure of pension payment will continue increasing in the future under the background of the accelerating aging in China,the increasing downward pressure on economy and the slowing the growth of fiscal revenue.At the same time,the huge gap in the local pension insurance is a representative demonstration that the local pension fund management situation is worrying.In 2017,the fund gap of Dandong City enterprise worker basic endowment insurance was 4.55 billion yuan.During the 13th Five-Year Plan period,it is estimated that the gap of basic pension insurance fund for enterprise workers in Dandong City is 33.7 billion yuan.It can be seen that the situation of enterprise pension payment in Dandong is extremely severe and has a long-term nature,which needs systematic researches to deal with.This paper begins with the related concepts and theories of enterprise employee pension insurance,and then introduces the concept and theory related to enterprise worker pension insurance in detail,and provides the theoretical basis and foundation for the later specific research.Secondly,the paper studies the actual situation of basic old-age insurance for enterprise workers in Dandong City,and analyzes the problems existing in the old-age insurance work of enterprise workers in Dandong City.Through drawing lessons from domestic and foreign relevant experience,this paper put forward the countermeasures and suggestions to solve the problem of basic old-age insurance for enterprise workers in Dandong,and provide an important reference for promoting the development of basic old-age insurance for enterprise workers in Dandong.
