Study On The Multi-function Oriented Rural Land Consolidation In Suburbs Of Metropolis

With the advancement of urbanization,the gap between urban and rural areas is gradually expanding.For megacities such as Shanghai,with the rapid increase of urban population and urban functions,land resources are becoming increasingly scarce.At the same time,due to the large number of rural people entering the city,the phenomenon of rural land idling and unreasonable using has become increasingly prominent.So land consolidation is becoming particularly important.Land consolidation has existed since ancient times.It can be traced back to the well-field system of the Western Zhou Dynasty.The content of early land consolidation was simple.However,with the development of society,the connotation of land consolidation has become more diversified.The practice of land consolidation in Shanghai started early.According to the different objectives,the case of land consolidation in Shanghai in recent years can be divided into five model types,and this paper focuses on the model of"multi-functional oriented"rural land consolidation.This paper selects Sanxing Town in Chongming District of Shanghai as an example.Chongming District is committed to the construction of a world-class ecological island,and has put forward higher requirements for land using,rural development,and environmental protection.Land consolidation is an indispensable part of it.The land consolidation in Saving Town is a typical case of the "multi-functional oriented" rural land consolidation model.Since 2015,it has applied for a municipal land consolidation project,and then made a lot of effort around the goals of rural revitalization,urban-rural integration,and beautiful rural construction and has achieved good results.Through different research method,the author has made a study of Sanxing Town from five aspects:rectification goal,rectification content,funding source,operation mode and supporting policy.The analysis have found out some lessons worth learning such as a top-down operation mode,a detailed land remediation planning system and an innovative land remediation development path.But at the same time,some problems have been discovered:non-agricultural land consolidation and farmland consolidation cannot be synchronized,project funding sources are single,public participation is at a low level,the post-evaluation mechanism is absent.In the end,there are some suggestions:land consolidation planning needs to meet local conditions and reflecting local characteristics;innovate of land consolidation mechanisms,and encouraging multi-agents to participate in the projects;construct a public participation mechanism;and improve the evaluation mechanism.
