The urban housing expropriation is a universal,complex and long-term systematic project.It is an urgent task to deal with the housing expropriation properly.Mobilization is the key link of the housing expropriation.It is of vital importance to do a good job in the expropriation of houses and coordinate the interests of many parties.At present,except for reportable articles,such as “A mobilization conference on housing expropriation”.The academic community rarely conducts theoretical studies on the mobilization of housing expropriation.At the same time,a lack of systematic analysis of lts mobilization.Therefore,a systematic theoretical study on the mobilization of urban housing expropriation from the perspective of social mobilization.In a sense,it is innovative.This paper selects typical,largest shanty town in B City,Bei Zhuang(involving more than 6000 households)as a case study.Through a combination of literature search,in-depth interviews,and case analysis.On the basis of understanding the basic situation of BeiZhuang,especially the specific situation of mobilization of the housing expropriation.Considering the mobilization of Beizhuang houses expropriation as an organic system as a whole.On the theoretical basis of organizational system theory.Incorporating mobilization of BeiZhuang housing expropriation into the systemic framework of “(elements-structure-mechanism-mechanism-Function)-environment”.Analysis of the elements,connection mode,operation mechanism,function output and external environment of the system.The relationship between subsystems is also discussed.In-depth analysis of the intrinsic mechanism of housing expropriation mobilization.In order to construct the theoretical framework of the housing expropriation mobilization system in urban shanty towns.And have a scientific and effective systematic guidance for housing levy in the future.On this basis,still proceeding from the five aspects of “elements,structure,mechanism,function,and environment”,Some problems existing in the mobilization system of Beizhuang housing expropriation are put forward.It is the factor that affects the effective operation of the housing expropriation mobilization system in Beizhuang.The study found that the main effects were:First,the lack of interaction of mobilization elements;Second,the lack of supervision of network mobilization;Third,the mobilization of the relevant legal system is not perfect;Fourth,the lack of mobilization effect evaluation indicators;Fifth,Problems left over by history are difficult to solve.It also puts forward some suggestions to improve the mobilization system.The study insistes that the mobilization of housing expropriation in shantytowns achieve good results without the input of elements,structural changes,the operation of mechanisms,the exertion of functions,and the support of the environment.The subsystems are interdependent and cooperative.The main body of the housing expropriation should play its specific role.There must be a perfect mobilized structure and mobilized mechanism to ensure the function of this element.That is,a series of measures,systems,and good methods of operation.To achieve an overall greater than partial sum.There must also be a good external mobilization environment as support.During the operation of the housing expropriation mobilization system.Inevitably,there will be conflicts between mobilization methods and mobilization systems.Therefore,it is necessary to proceed from the whole and to fully balance and coordinate various regulations and operating methods between the mobilization subject and object.To make each subsystem in a "coupled" state,and play the maximum force of each subsystem.To ensure the science and effectiveness of the housing expropriation mobilization system.
