Research On The Development And Countermeasure Of Grain Brokers In Jiangxia District

Grain is the basic living material that can makes a country steady and healthy.A country must ensure that people have sufficient food first,so that the government can ensure harmonious development of the society.After the 2008 World Food Crisis,all countries began to pay attention to the issue of food security.Food security is the ability of a country or region to meet people's needs for food,including food production,distribution and consumption.The modern concept of food security should at least include the four meanings,include food quantity safety,quality safety,circulation safety and ecological safety.Circulation safety must ensure that all people have access to enough food at all times.Food circulation is a bridge connecting food production and sales.Therefore,ensuring the security of food circulation plays a crucial role in ensuring food security.The problem of food circulation in our country now is that grain in the major grain-producing areas can not be expended.Yet the main selling areas basically do not produce grain.If the farmers does not have suitable channels to sale grain,the grain will end up in its own land.If we can not guarantee the effective circulation of grain,it will lead to the polarization of grain production and marketing,eventually result in social instability.China's grain circulation system experienced several period such as free grain purchasing and marketing from 1949 to 1952,grain purchase and marketing unified from 1953 to 1978,the purchase and sale of grain during the period of 1979-1997 and the operation mechanism of "double-track" with price.Since 1998,the market-oriented grain circulation system has been established.In 2004,the grain circulation market was gradually opened up and the grain circulation system had a qualitative overflight.After the grain market was opened,the grain brokers were being denounced and gradually entered the sight of people.Their activities were more legalized than before.Grain brokers have many advantages.They receive grain by coming to grain farmers' home,they not only provide great convenience for farmers to sell grain,but also bring benefits to enterprises for grasping grain.They save grain transportation costs for grain farmers,at the same time solve the problem of insufficient income strength for business.Grain brokers put small-scale grain together and then resale to enterprises,this greatly enhances the efficiency of business income.Grain brokers have become bridges between decentralized farmers and acquirers,become indispensable middlemen in the circulation of food.First of all,this paper investigates the current situation of grain brokers in Jiangxia District,and analyzes the basic characteristics,professional qualities and transaction conditions of grain brokers separately.The problems existing in the development of grain brokers are as follows: Grain brokers lack education and training,their business level is not high;The market lacks supervision over grain brokers,and the relevant systems are not well formulated;Grain brokers lack government financial support,and government policies are not implemented;There is a lack of effective communication between grain brokers and grain farmers,and the development of informatization is very backward.Secondly,I use the principle of game theory to analyze the interests of grain farmers,grain brokers and enterprises.Via the analysis,it is indispensable that the incomes of grain farmers,grain brokers and enterprises are mutually dependent.If one of the three withdraws from the market,the other two do not get any improvement.If any one party has too large profits,it will inevitably lead to decline the other two game player's profit.Only when the sum of the profits of the three are the largest can make social welfare maximized.And I find it beneficial to increase the total profit in food distribution by increasing the transaction efficiency of grain brokers.by using the data of grain brokers in Jiangxia district above,the following conclusions are drawn from the empirical analysis: First,the higher the qualifications of grain brokers,the more transaction efficiency they have when purchasing food;brokers who work longer has more transaction efficient.Second,grain brokers who have received skills training organized by agencies are able to trade efficiently;grain brokers with higher-loading transport equipment have higher transaction efficiency.Thirdly,the transaction method will not have any impact on the transaction efficiency of grain brokers;to some extent,the contract can guarantee the legitimate rights and interests of grain farmers and improve the transaction efficiency of grain brokers.Though grain brokers have positive meanings for grain distribution,there also has some shortcomings.In view of the existing problems of grain brokers,I refer to the relevant theories and experiences of other famous scholars in our country and put forward feasible suggestions on how to improve the grain brokers' team.The following specific measures will be taken to solve these problems: First,we should strengthen the training of grain brokers on their business skills and improve their overall quality;Second,the government should step up market supervision and guide grain brokers to do business in a law-abiding manner;Third,we should develop the team of grain brokers and correct the prejudice to them;Fourth,to speed up the construction of related network platforms and innovate better technologies.
