Research On The Mode And Internal Mechanism Of Rural Electric Business Poverty Alleviation In Hunan Province

Since 2004,15 consecutive crucial documents of central government have focused on the "three rural issues".From the beginning of 2011,the infiltration of rural e-commerce has made the rural retail sales increase rapidly,and its growth rate has obviously exceeded the city.In recent years,a number of "No.1 documents" especially stressed the need to promote the economic development of poor areas through the development of rural e-commerce.Among them,in 2018,the central government No.1 document indicated: they will encourage and support the innovation of all kinds of market players,develop the new agricultural industry mode based on the internet,and further implement the integrated demonstration of e-commerce into the countryside.Despite the logistics and network facilities in the poor areas are relatively poor,these conditions will be improved continuously according to current national policy guidance.The electronic commerce in poor rural areas will become more and more convenient.Under the background of the rapid development of information technology,rural e-commerce has become an important starting point and main channel to solve the problems of agriculture,rural areas and farmers,and also to promote agricultural modernization,implement precise poverty alleviation and precise poverty elimination strategy.In recent years,the Hunan provincial Party committee and the provincial government have actively advocated the development of rural electricity providers to promote agricultural and rural development,especially to help the poor areas in rural areas achieve the goal of accurately eliminating poverty.Based on the analysis of the background of rural business development in Hunan province and related research,this article clarified the research purpose,object and content of social research group.In the summer of 2017,I participated in rural electricity supplier development and poverty alleviation effect in Hunan province.I visited the industry and Commerce Bureau,the Economic Management Bureau,the Agriculture Bureau,the business bureau and some local farmers' professional cooperatives,the farmer cooperatives,the rural e-commerce operators,the local rural e-commerce service centers in the research area.Based on the relevant theories of economics and the reality foundation of rural e-commerce,this paper analyzes the internal poverty alleviation mode and the action mechanism of rural electric business,and explains how rural electricity providers play the role of helping the poor.It provides a reference for the formulation,implementation and related research of the poverty alleviation policy in rural areas.It is precisely because of the diversity of the providers of poverty alleviation that the providers and the practitioners of the poverty alleviation policy must firmly grasp the essential characteristics and internal mechanism of the poverty alleviation,thus rural electric providers can play a good role in helping the poor.We take "Electric business poverty alleviation" as a new means of poverty alleviation,do research on the main participants,that is the cooperative relations of government and farmers.By doing this,we can find the problems and deficiencies in the process of the implementation of the electricity supplier poverty problems and deficiencies.It not only provide reference for the "business of poverty" from the pilot to promotion,but also provide experience and enlightenment for the anti-poverty practices in underdeveloped areas at exploratory stage.In order to find out the problems existing in the promotion of poverty alleviation in rural areas of Hunan Province,we put forward some suggestions to promote the development of rural electric business in Hunan province and help the poor in rural areas,providing empirical and theoretical basis for the research of poverty alleviation.
