GW group is a large state-owned enterprise which is wholly owned by the SASAC of G province.It mainly engaged in bulk commodities trade business such as automobile,steel and non-ferrous metals,coal and petroleum and other energy-related chemical products,iron ore,rubber and other commodities.It has operating revenue of over sixty billion yuan and ranked the top three hundred among the top 500 enterprises in China.The group is also highly competitive in the industry.It is one of the 20 major material circulation enterprises that are mainly cultivated by the state.In recent years,because of the macroeconomic policy regulation,the accumulation of price risk in the commodity market and the substantial tightening of the money supply,the original business of GW group is under threat and thought to have some magnificent reforming measure.The goal of controlling capital risk and improving the efficiency of fund management has been realized.Therefore,to evaluate the effectiveness of the fund management of the group,it is necessary to proceed from whether it can realize the control of cash flow risk,improve the efficiency of fund management,and even further promote the management goal of the group strategic transformation and development,that is,the strategic target of the group fund management.At present,there are a few theories and case studies related to the performance evaluation of enterprise capital management.However,some of these materials are either only focus on some aspect of fund management,or the deduction processes of the evaluation index of them are too simple and mainly pays too much attention to the financial performance evaluation.Based on the background above,this paper selects a large state-owned commercial enterprise group whose capital management occupies an important position in the enterprise strategy,and focuses on the strategic focus of its enterprise fund management,and gradually carries out its performance evaluation of the centralized management of funds.In this paper,the theories of management control system and performance evaluation system is used to describe enterprise fund management strategy by drawing enterprise strategic map and to set up BSC evaluation index system to provide standards for performance evaluation.Finally,the evaluation conclusions are obtained through the BSC score.Through the investigation of case enterprises,this paper has witnessed the practice of the advanced management theories and management accounting tools including the management control system,the Balanced Scorecard and so on in the large state-owned business group with such great sum of assets;and whether the case enterprise can pass through the severe industry situation and the status of the enterprise management system.This article is also to help the enterprise to achieve the strategic goal of the enterprise and improve the internal fund management.
