Effciency Analysis Of R&D Input-output Of Industrial Enterprises In Jiangsu

Under the opportunity of "high quality development" in the reports of the 19 th National Congress of the Communist Party of China,Jiangsu province firmly grasps the spirit of the conference.At the three meeting of the thirteen session of the Jiangsu provincial Party committee of the Communist Party of China,the current situation of Jiangsu’s development is deeply analyzed,and it is emphasized that it should be based on the new historical position and the times coordinate to examine all the work,based on the social principal contradiction existing in the development of changes to solve imbalance,inadequate,accelerate to build a new "strong rich beauty high" Jiangsu province;In the aspect of economic development,we should strengthen innovation guidance,speed up the innovation system of enterprises as the main body,give full play to the coordinating role of the government and deepen the innovation of the system and mechanism of science and technology.Jiangsu,as an innovative Province,has paid great attention to R&D activities in recent years,especially the proportion of industrial enterprises to R&D activities is increasing in order to promote the progress of science and technology in Jiangsu.However,from the current related indicators of Jiangsu’s scientific and technological output,Jiangsu industrial enterprises still have some problems,such as lack of motivation of scientific and technological innovation,irrational investment in science and technology and so on.In view of this,the study of the R&D Input-output Performance of Jiangsu industrial enterprises not only conforms to the requirements of the "high quality development" of the Jiangsu economy in the new period,but also promotes the process of the construction of Jiangsu as an innovative Province in an all-round way.On the basis of a large number of literature reading and related theories,this paper makes an in-depth theoretical analysis of the basic problems of R&D input-output,defines the related concepts of R&D input-output,understands the theoretical relationship of R&D input and output,and the influencing factors.At the same time,analyzing the evaluation method of the current R&D Input-output Performance,and finally determining the DEA analysis method as the R&Dinput-output analysis method for Jiangsu industrial enterprises.This paper uses the2017 China Statistical Yearbook,the China Science and Technology Statistical Yearbook,and the Jiangsu Statistical Yearbook to obtain the R&D input-output related data of Jiangsu industrial enterprises in 2016 and analyzes the status quo to understand the current problems of Jiangsu’s industrial enterprises in the allocation of R&D resources and then conduct empirical analysis.Based on the panel data of Jiangsu industrial enterprises in 2016,the R&D activities of different industries and different scale industrial enterprises in 13 cities of Jiangsu are analyzed.The current R&D activities are summarized and summarized,so as to find out the problems existing in the activities of Jiangsu industrial enterprises in the activities of R&D,and put forward the policy of improving the development of the industrial enterprises in Jiangsu.It will provide practical value for Jiangsu industrial enterprises to rationally configure R&D resources,maximize economic and social benefits and accelerate the transformation of economic development mode.At the same time,it also provides certain reference for government decision-makers in adjusting the industrial structure and formulating industrial policies,and provides some reference and reference value for R&D activities of industrial enterprises in China or other provinces.
