| Since the reform and open policy, with the depth development of the industrialization, the marketability, the internationalization, the Jiangsu economy have marched into a development new time and the new stage. This stage development characteristic and the inevitably requests are: the economy growth transforms the total quantity increases to the quality increases, the social economy accelerates to develop the overall well-off to comprehensive well-off. Following the fast reform and the deeply development, the economic society develops in Jiangsu also enters t the time full off contradictory. It is difficult to avoiding all kinds of social contradictions and the questions because of each benefit relations. The resources environment restraint of the economical development also strengthens day by day. In this development condition and development phase, it is important to avoids the major rises and falls of the economical development and the undulation fluctuation of thesocial life by transformation economy growth way, advancement the comprehensive optimized promotion of the industrial structure, keeping the economical development sustainablely and coordinatedly.The paper is supported by soft science plan project of Jiangsu(BK2003016) and the humanities fund project of JiangSu university(JDR2004010). Firstly, the paper elaborates the theory of the industrial structure and the economical growth, and draws out the function analysis of the influence about the industrial structure's change to the economical growth. Secondly, by the mass data analysis in the period of the Jiangsu industrial structure's evolution, the paper discusses the input and the output conditions of the Jiangsu three industries, and the input struction and the output struction and the finally uses struction and the ownership struction in the three industries, and basic judges the Jiangsu industry advancement, and carries on the choice of the Jiangsu leading industry by the technology of the input and the output. Thirdly, by constructing the contribution analysis model of the industrial structure to economical growth, the paper analyzes the contribution of each profession to Jiangsu economical growth. Based on the SSA theory, the paper analyzes the contribution of the Jiangsu industrial structure's changes to the three regions. By the data anasys above, the paper analyzes the function of the Jiangsu industrial structure's changes to the economy growth and proposes the necessity to optimizate the industrial structure. Finally, under the strategic request of the "Two Lead" in Jiangsu,under the circulation economic's instruction, the paper has analyzed the promoter actions and the restriction factors of the Jiangsu industrial structure's changes to the economy growth, and further proposes the suggestions to optimizate the industrial structure.By massive real diagnosis analysis, on the base of discussing the Jiangsu industrial structure's situation and the trend of development, the paper analyzes the function of the Jiangsu industrial structure's changes to the economy growth, proposes that Jiangsu should take the science development view, and develop the high technology and new technology industry vigorously, and develop the advanced equipment manufacturing industries as key advanced manufacturing industries which especially have "Two High and Two Low"(that means High-tech, High benefit, Low pollution, Low energy consumption). Jiangsu should cultivate the "Multiplied planning" of service industries positively, specially the production service industries such as physical distribution, finance, R&D, design and electronic commerce and so on. Jiangsu should develop positively the emerging service industries such as the information, the traveling, and keep the independent innovation and the technical innovation, and speed up the service platform's construction for the technical innovation and the pioneer service. These will promote to formate "the produce and the study and the research" and enhance the economical core competitive power. |
