The Research On The Mode Of"Double Escrow"in Villages And Towns Under The Integration Of Urban And Rural Areas

Since the reform and opening up of China's economic development has been walking in the overtaking lane,the industry and the service industry is thriving,agricultural growth is slow,is in the transition stage of development,the existing management mode is restricting the healthy development of the agricultural economy.The country to vigorously promote the integration of urban and rural areas to promote rural economic transformation and upgrading,the community gradually replace the administrative villages,the change of farmers to residents,money more,village funds also increase,financial risk also will be born.In order to prevent the breeding of corruption,protection of collective assets are not infringed,the nationwide implementation of the village money in the streets are "collecting escrow escrow" mode,as the product of the transition period,the system of autonomy in the implementation process will inevitably damage to farmers and rural grassroots organizations,the intensification of the contradictions between the villagers and the government.Taking T street in Z city as an example,the street is located in the urban-rural fringe,and is now in the middle period of urban-rural integration reform,which is very representative.But the problem is that a small number of communities have a larger stock of funds,the voice of self financing is higher,and the "dual escrow" model restricts the behavior of democratic financing,affecting the community's production enthusiasm.Therefore,it is urgent and significant to explore new financial management model in the process of urban and rural integration.This paper refers to the domestic and foreign research literature,investigation and questionnaire survey methods combining the survey of Z Street collection status escrow"model to conduct a comprehensive investigation," double escrow "mode,there are some prominent contradictions,such as deprivation of villager autonomy rights,village funds can not be caused participate in the market operation,resulting in sunk costs.To solve these problems,this paper from the improvement of the existing "collecting escrow" mode,thenew mode of financial management,strengthen the audit supervision,improve the information disclosure mechanism,establish talents countermeasures and talents training mechanism innovation village for Z street.The study found that,with the integration of urban and rural progress it is necessary to establish a new financial management mode of rural financial management,the single model has not adapt to the complex economic environment,the village collective assets stock management model is feasible and can be used as a "supplementary collection escrow" mode.
