The Chengdu Mode Of Urban-Rural Integration Research

It is an inevitable request of Chinese social and economic development to break the binary urban-rural structure and narrow the gap between urban and rural areas. The integration of urban and rural areas is the specific means by which Chinese industry re-feeding agriculture and cities support rural areas, the major task of building a harmonious society. Since 2003, urban -rural integration strategy has begun to put in practice by Chengdu government, the government implementes a series of major reforms, and the urban -rural integration strategy is an important means of co-ordinating the development of urban and rural areas, breaking the binary urban-rural structure, and building a harmonious society .Chengdu's strategy has outstandingly achieved in constructing a fully new mode of urban -rural relationship and society development mechanism, and has been made in theory and practice of the outstanding achievements.On July 7^th, 2007, the state council set up a test area of reform to balance urban and rural areas in Chengdu. According to the test area's requriments, Chengdu should devote to reform various areas of structure, form the coordinating urban and rural development of the institutional mechanisms, and promote harmonious economic and social system between these two areas. It is an important meaning of promoting the deepening of China's reform. Chengdu will play an exemplary and leading role in China's scientific development and harmonious development.This paper researches the urban-rural integration of Chengdu Mode from the following areas:First, urban-rural integration is a continuous development concept. This paper devotes to review the rich materials on urban-rural relationship, research the main practice activities of the developed and developing countries experiences, and has summarized the three main connotation of urban-rural integration.Second, urban and rural residents of Chengdu show significant gaps in income, consumption, warefare and developing speed, furthermore the urban-rural relationship is in the critical period of converse into urban-rural integration. The center of Chengdu has already showed the clear "anti- urbanization" impulse in terms of the fuctions of ecnomic, culture, consumption and inhabitation. The government's urban-rural integetation strategy has been effective in promoting the harmonious development of urban and rural areas.Last, this paper has summarized the "Chengdu experience" of the urban-rural integration strategy. This strtategy is the reform of the traditional mode of urban-rural development in natrue. The strategy is well planed and the series of new management meanings commit themselves to apply indultrialization, urbaniztion, maketization to establish a brand-new edogenous urban-rural development mechanism. Its aim is to estabalish a new development mode of urban- rural interaction which drives by the city at first by a systemic, gradual and people-oriented way.
