The pharmaceutical industry has become an important part of China's economic development.In recent years,the pharmaceutical industry's operating income has maintained steady growth.However,its overall pharmaceutical level is lagging behind international standards and production efficiency needs to be improved.Therefore,the government actively encourages the pharmaceutical enterprises to carry out technical transformation projects independently,so as to improve the production quality level of pharmaceutical enterprises,improve production efficiency and eliminate backward pharmaceutical production technology.M Company has made many technical improvements to the pharmaceutical production system and made great progress in technology,quality and efficiency.But there are still many deficiencies in the process of technological transformation.It is difficult to implement the technical transformation to suspend production.In the process of project implementation,problems such as change,overdue and overspending are prone to occur,which has a great impact on the normal production operation and the time limit of product supply.This paper takes the technical transformation project of M company as the research topic,and selects the technical transformation project of the aseptic preparation workshop which is difficult to implement as the case study.According to the project management theory such as TOC and CPM,this paper analyzes the reasons for the occurrence of project changes,overdates and overruns,and proposes an improved method of combining the management level with the technical level.Through the development of basic framework of technical transformation project and construction project management team organization,security technology transformation projects have effective management of resources,realize the improvement in management level.An improved approach to scope management based on TOC.By improving the method of range management based on TOC.The oject software makes network plan,obtains the controllable project plan,increases the resource input on the activities on the key path,optimizes the project time,and optimizes the project cost by identifying and integrating the activities on the non critical path.Finally,the simulation results are compared with the original realities.The results prove that the improvement of project management based on the TOC constraint theory and the CPM key path method can improve the common problems of the project changes,overdates and overruns in the technical transformation project of M company,and realize the effective control of the technical transformation projects,so that the enterprise is aware that the introduction of the project management method can be promoted inside.At the same time,it points out that the results of this paper have some reference and reference for the research on the management of technical transformation projects in the future pharmaceutical and related industries.
