A Study On The Influence Factors Of Farmers' Contract Implementation In Order Agriculture

With the deepening development of domestic market economy,in recent years,the transformation and upgrading of agricultural production become a focus of attention,and agricultural industrialization turns into one important way to realize the transformation of agricultural development.During the process of agricultural industrialization,order agriculture plays a significant and unique role in solving the contradictions of the “small-scale but big market” as one of the ways of agricultural production and marketing.Realizing the connection between production and marketing and limiting production to market ability,order agriculture helps to form the mutually beneficial and win-win situation among enterprises,farmers and consumers.It is helpful to standard ize the agricultural production management,improve the quality of agricultural products and create competitive advantages.It can also promote the scale operation and the adjustment of agricultural and it is beneficial to explore the local advantages and develop characteristic agriculture.Meanwhile,it is conductive to promote the efficiency of land circulation and increase the rate of source utilization to develop scale management.However,there are some serious problems existing in the process of the order agriculture implementation,for example,the high default rates impede its positive function.There are some objective reasons such as natural disasters and market risk,and subjective reasons such as speculation and moral hazard.At present,there is still no effective way to solve the problems that lead to the high default rates such as limited ration and opportunism.In order to solve the problem of high default rates,this paper tried to study the influence factors of the behavior of farmers' implementation from the perspective of order farmers to find out the effective solution of high default rates in order agriculture and generalize the solution in practice.The highlight of this study is that the analysis is on the basis of practical investigation by investing deeply in Mile and Honghe county in Yunnan Province,and pearl river delta and C haoshan area in Guangdong Province to obtain the first-hand information based on the instructor's national social and science planning and fund project.Through questionnaires and face-to-face interviews,the investigation issued 137 paper questionnaires and actually received 132.Eliminating the invalid questionnaires,there were 114 effective questionnaires of them and the effective rate of questionnaire was 83.2%.Combining the actual investigation and the researches of other scholars,the author put forward assumptions of eleven influence factors of farmers' contract implementation: the age of householders,the education years of householders,the quantity of labor force in families,the cultivation acreages,the crop types,the fluctuation degrees of the prices of agricultural products,the formation way of terms,the concrete forms of agreement,the types of the order prices,the ways of payments and the possible check of the enterprises during the process of production.Analyzing the survey data by Binary Logistic,the re sult in this paper shows that the education years of householders,the fluctuation degrees of the prices of agricultural products,the formation of terms,the concrete forms of agreement and the types of the order prices have significant influence on whether the farmers enforce the agreement.Among them,the most significant factor is the concrete forms of agreement.The reason for it may be the huge differences of effect binding and legal consequence between oral agreements and written agreements.The positive correlation factors are the fluctuation of the prices of agricultural products and the concrete forms of agreement while the negative correlation factors are the fluctuation of the prices of agricultural products,the formation of terms and the types of the order prices.Finally,the policy suggestions are proposed.The contract execution rates could be improved by drawing up written formal agreements,increasing householders' education years,controlling the fluctuation range of the prices of agricultural products,making items and protocols fairly,negotiating the pricing measures etc..At the same time,through administrative guidance and judicial supervision,the possible contradictions and disputes in the process of implementation could be solved to jointly promote the healthy,ordered and steady development of order agriculture.
