In recent years,the financial expenditures of the government at all levels in China have continuously increased.Around 2009,the latest round of medical reforms took place in China,and the problems of expensive medical care and difficult medical care for the people have been alleviated to some extent.However,there are still many problems.Fiscal performance assessment also imposes higher requirements on our local government.The expenditure of financial funds in the medical and health field must not only be cohesive,but also need to increase efficiency.Under the dual background of the medical reform and the fiscal and taxation system reform,it is particularly important to thoroughly study the expenditure efficiency of the local government in the medical field.This article first introduces the reform background of China’s medical field,and presents the status of financial expenditures in China’s medical and health field through relevant data since 2007.By reading the relevant literature and comparing the advantages and disadvantages of relevant methods in this research topic,this paper uses data envelopment analysis as a tool to study the efficiency of financial expenditure in the medical field,and based on static efficiency analysis,using panel data,through Malmquist The index measures the changing trend of provinces across the country from 2007 to 2016.The study found that the total factor productivity index of China’s health care expenditure has been at a level of less than 1 since 2008,with an average decrease of 14.2%.This shows that in recent years,the overall factor productivity of China’s overall health care expenditure has been declining.This also reflects the low efficiency of China’s fiscal expenditure in the medical and health field.In addition,this article further analyzes the factors that influence the efficiency.Through the Tobit regression of the Malmquist index of the input and output of the medical sector in 31 provinces in recent years,the following conclusions can be drawn: The impact of illiteracy and fiscal decentralization on the total factor productivity of medical expenditure in all regions of China is significant,and GDP per capita is significant.The effects of growth rate,urbanization rate,and population density growth rate on total factor productivity are not significant.Among them,the illiteracy rate has a negative effect on the efficiency of local medical expenditure,which proves that improving the education level will help increase the total factor productivity of medical and health expenditure.The effect of fiscal decentralization on total factor productivity is positive,demonstrating that increasing the scope of local fiscal authority management can help increase the total factor productivity of medical expenditure.
