Study On The Influence Of Rural Land "Three Rights Separation" On Agricultural Labor Productivity

Measures for separating rural land ownership rights,contract rights,and management rights,namely "three rights separation",is another major institutional innovation on rural reform,and it is also a measure to fundamentally adjust rural production relations.Needless to say,both direct and indirect influence would be made on the rural land related parties,as well as on the mode of agricultural production and agricultural labor productivity.On the basis of productivity and production relations theory of Marxist Political Economics,as well as analysis and research on land ownership relationship changes since the founding of the People's Republic of China and the rural investigation in Zhenjiang,Jiangsu province for many years,this paper comprehensively analyzes the impacts of the "three rights separation" of rural land on the agricultural labor productivity.On this basis,we put forward specific measures to improve the productivity of agricultural labor,with a view to making theoretical discussions and policy recommendations for rural reform.The paper first makes a retrospective study on the issues related to land ownership relationship and agricultural labor productivity by experts and scholars at home and abroad,so as to provide references for the research ideas and methods of this thesis.Based on the results of previous studies,the paper defines the concepts of three rights separation,productivity composition,agricultural labor productivity and other conceptions.Then the paper systematically focuses on the theories of productivity,relations of production,organic composition of capital,and land rent in Marxism Political Economics,combined with Xi Jinping's important thought of "Agriculture,Rural Areas and Farmers",to lay a theoretical foundation for the study of this paper.The paper then makes a historical review of the changes in agricultural labor productivity in China: from land reform,agricultural cooperation,movement of people's commune,to the household contract responsibility system and so on,whichhave different effects on agricultural labor productivity.Meanwhile,the paper makes longitudinal analyses of the impacts of the transition of land ownership relationship in rural areas on agricultural production methods since the founding of the People's Republic of China.The focus is to explore the influence of changes in rural land tenure relations on agricultural labor productivity in different periods.At the same time,this paper makes systematic analyses and evaluations on the impacts,according to the historical data.On the basis of theoretical construction,historical review,and rural investigation in Zhenjiang,Jiangsu province for many years,this article comprehensively examines the current situation of agricultural production,from the perspective of agricultural labor productivity,which is composed by five aspects: laborers,labor tools,labor objects,science and technology,and production management.By means of data analysis and case validation,this paper analyses the influence of rural land "three rights separation" on all aspects of agricultural production to explore how "three rights separation" affects agricultural labor productivity,and to discuss the advantages and disadvantages objectively.After summarizing both positive and negative experiences,the last part of the paper puts forward concrete countermeasures to improve agricultural labor productivity with the separation of rural land ownership rights,contract rights,and management rights.First of all,we must continue to stick to the institutional bottom line of the household contract responsibility system,adhering to rural land collective ownership.Under the premise of this system,the land owner,contractor and operator should make it clear that they identify their rights and obligations,cooperating to promote agricultural development.Secondly,basing on the land ownership confirmation,we must improve the intermediary services for rural land circulation,and promote rural land circulation and moderate scale management.Thirdly,through training and introducing talents,we could improve the quality of agricultural laborers to cultivate new-type professional farmers.Fourthly,develop agricultural mechanization and optimize agricultural machinery social services.Fifthly,the agricultural infrastructure construction should be constantly improved,and thepreservation of soil fertility must be strengthened to promote the sustainable development of agriculture.Finally,we must attach importance to the development,investment and promotion of agricultural science and technology.
