Research On The Pilot Policies For The Listing Of Fresh Poultry Products In Guangzhou

Since May 2014,Guangzhou has been implementing the poultry management policy,i.e.: centralized slaughtering,cold chain distribution and poultry fresh supply.In this paper author systematically analyzes this policy by adopt ing the combination of quantitative and qualitative methods:(1)Through the quantitative analysis of the survey data,comparing the policy effect before and after the implementation;(2)by introducing after-legislation evaluation theory,integrating with relevant research literature,to provide the possible explanation and analysis towards the quantitative calculation survey results,hence to assess the trial policy.Besides,by referring and comparing the policy implementation experiences from various areas across the country,the author tries to generalize the policy suggestions on fresh poultry supply in Guangzhou city from public management perspective.Two main innovation points are:(1)it is the first time systematically and comprehensively analysis towards poultry fresh supply policy in Guangzhou: from policy review,to consumer's purchase intention,to policy implementation evaluation,forming a complete logical analysis chain;through the mutual supports from the three parties to provide thorough analysis towards this policy;(2)putting forward a practical and feasible policy combinations: based on the theory of public governance,this paper analyzes the current pilot policy in Guangzhou,and providing the policy suggestions for the reconstruction of the administrative management and control system strategically.The study results could be used as the support for promoting poultry fresh residence supply policy in Guangzhou,to realize the prevention and control of the avian influenza,thus enhancing public health security,it could also be the reference for live poultry sell prohibition policy in other parts of the country.
