With the speedy and continuous development of China's economy,the improvement of public revenue,the change of the concept of investment and financial management,the enthusiasm for investment in stocks and funds has risen and the desire for securities investment has tended to be stronger.Since 1991,the securities industry in China has undergone over 30 years of development in the capital market,gaining a qualitative and quantitative leap in growth.Under the magnificent framework of "The Belt and Road Initiative",in the face of complicated environment and arduous task of domestic reform,various reforms have been further promoted.Once again,the Chinese securities industry ushered in a new historical starting point.With the development of financial securities,our securities The company is facing unprecedented opportunities and challenges.On May 9,2014,the State Council issued "Several Opinions on Further Promoting the Healthy Development of Capital Markets"(the "New Article Nine of China" for short).The first one shows that the state attaches great importance to the development of capital markets.The second is that it clarifies the future construction of capital markets.The promulgation of the new Article Nine of china broadens the development of the capital market and enhances the innovative vitality of the securities industry.At the same time,it also sets forth higher regulatory requirements.In recent years,the high regulatory requirements,the exponential growth of competition,and the impact of rapid expansion have all placed securities firms under the challenge of managing change.Therefore,how to adapt to the new trend of the development of the industry,integrate resources such as manpower,financial resources and material resources,give full play to the effectiveness of cost management and reach the goal of rational allocation of resources,with a minimum investment in exchange for maximum output,which is the upgrading and development of securities companies In the process of thinking,exploring the way out.In recent years,the research on financial management shows that relying on the rapid development of information technology,integrating the financial links of automation,standardization and operation flow,promoting the unification of information and funds,strengthening the internal management of enterprises,preventing financial risks and raising funds.It is more easy for company to control business,financial information,and make reasonable decisions,to achieve the overall interests of the enterprise.Therefore,the centralized management of finance has become the development trend of enterprises,which is the direction for securities companies to achieve self-breakthrough.H security past,the accompanying increase of staff costs and the weak control of financial risks will inevitably affect their participation in market competition.Therefore,from the perspective of saving operating costs,controlling financial risks and improving management efficiency,H securities firms try to implement centralized financial management.Based on the enterprise itself,the company adopted a series of adjustment measures,including starting from the organization of personnel,capital management,system standardization,financial information automation and achieved initial results.However,since the centralized financial management is a very systematic task,lacking the overall planning,effective implementation and guarantee of all aspects of change,we can only adopt some sporadic measures to solve some urgent problems and not establish a complete financial focus and unification,it is more difficult to achieve the strategic level goals of the company from the perspective of the overall financial process.The reason is that the failure to carry out a clear target design and overall planning from the corporate strategic level is a major reason for the slow implementation of centralized financial management.In addition,the Company is still at a relatively early stage in both budgetary management and treasury management,which are the key tasks in financial management.In addition,like many other companies,H securities companies face various problems in the process of upgrading and implementation of centralized management.For example,the quality of personnel varies,the relative backwardness of information platform construction,the failure of internal control system and so on,these realistic problems make the company's financial centralized management into a bottleneck.This article uses the methods of literature research,investigation and research,case analysis,comparative analysis and so on.Combining with the relevant theory and research results of financial centralized management mode,this paper analyzes the aspects of industry competition,enterprise development and the limitations of traditional financial mode.The inevitability and feasibility of carrying out the financial centralized management,analyzes many problems existing in the current centralized management of finance,and puts forward the corresponding optimization plan.I believe that H securities companies should first establish a clear focus of financial management goals and positioning,the corresponding organizational restructuring and staffing,and continue to optimize the business processes and professional division of labor.Second,to the budget management as the core,capital management as the core,accounting work as the basis.Building a comprehensive budget management system,strengthening the effectiveness of capital management,consolidating the basic accounting work.To take appropriate measures to solve these problems,including the construction of qualified personnel,the system platform optimization,the improvement of internal control.The optimization of the financial management mode is a dynamic and continuous process.In this paper,we take H-Securities as an example.Exploring to effectively serve the company strategy,adapt to the company management style,matching the company's development strength,and looking for the balance between risk control and efficiency improvement,it may be of some reference for similar companies to carry out such research.
