Researching The Problem Of Liangshan Agriculture Insurance Development

The agricultural resources of China are abundant,but the per capita occupancy is low.The process of agricultural production is restricted by natural factors.Because disasters often result in significant reduction of agricultural production output and the economic benefit of farmers,which seriously affected economic development and social stability.Agricultural insurance can help to strengthen the ability to resist risks,which can ensure agricultural safety,food security and the stable expropriation of farmers.Agriculture is the main industry of Liangshan Yi Autonomous Prefecture,and the stable development of agricultural affected economic development and social stability.Meanwhile Liangshan Prefecture is in Sichuan province which was national policy of agricultural insurance pilot provinces.The research on the development of policy-related agricultural insurance in Liangshan Prefecture has reference value.This study surveyed the development status of agriculture insurance in Liangshan and analyzed the problem and reason in the process of development,according to the relevant data and cases.Based on the advanced experience at China and abroad,the suggestions were gived in order to promote the development of agricultural insurance in Liangshan.The main contents of the work were as following:The first part was the introduction part.This part summed up the current research status of agricultural insurance at home and abroad,and introduced the researching background and significance of this study.The second part was theoretical basis.It mainly expounded the relevant concepts of agricultural insurance,the theory of quasi-public products and institutional change.The third part was the part of current situation analysis.It has more higher agriculture risky in Liangshan because of the complicated physiographic condition and vagaries of climate.The agriculture insurance appeared fairly late and developed lag in Liangshan.And this part introduced the development situation of agriculture insurance in Liangshan.The forth part diagnosed the problem and analyzed the reason.According to the analysis of the government,institutions and farmers,it can be concluded that:(1)Agriculture insurance is low coverage and the types of insurance is less in Liangshan;(2)Insurance firms is also less,and have many difficulties in business management;(3)Farmers have low aspiration in participating insurance in Liangshan.The reason of these phenomenonit were analyzed as following:(1)the agriculture insurance has double positive externality;(2)the demand and supply of agriculture insurance are deficiency.The fifth part is the part of experience reference.It summed up the experience of agriculture insurance at China and abroad,including Canada,Japan,Bangladesh,Yunan province,Xinjiang province,Heilongjiang province and so on.It concluded that it must establish a perfect law system,build a combined system of mandatory and voluntary,and improve the risk management system and the management mode of agricultural insurance management.The sixth part is the research conclusions.Development proposals were given for government,farmer and agriculture insurance firms.(1)It should increase the govern support and allowance,perfect the construction of legal system of the agriculture insurance.(2)For the basic crops,minority area and low income family,it should adopt the combination way of voluntary and mandatory.(3)it should increase the number of agricultural insurance firms and insurance products,strengthen the construction of agricultural insurance service network,determin scientific rate scientific determination of rates,and improve the management capacity.(4)It must enhance the level of the survey and speed up the construction of the team.(5)it should make a risky dispersion mechanism which likes agricultute insurance fund and reinsurance.(6)It should actively promote the farmers to participate in the insurance,and improve the income,consumption level and awareness of farmers.
