Analysis On The Implementation Of Agricultural Insurance System Of Zhongshan City

Since the economic benefits of agricultural production will be directly affected by the natural environment,agricultural insurance can effectively avoid the risk of cut-off and reduction brought about by natural disasters and provide some economic compensation for the affected economic benefits in the event of natural disasters,which is of great significance to the agricultural development in a region.Due to the geographical location of Zhongshan City,natural disasters occur more frequently,such as floods and typhoon disasters.Farmers in the process of agricultural production,natural disasters can not be avoided.This is because of this reality.Zhongshan City has been working hard to develop an agricultural insurance system to help farmers reduce the economic losses caused by natural disasters.Although the government has been intensifying efforts to promote and develop agricultural insurance,many problems still exist in this regard.The research on the implementation and effect of agricultural insurance system in Zhongshan is of practical significance to promote the development of local agriculture.This paper used the methods of theory and practice,to summarize the development experience of agricultural insurance and the theory of policy on agricultural insurance.Through questionnaire survey and other methods,this paper studies the development status of agricultural insurance in Zhongshan city,and points out the existing problems in the development of policy-based agricultural insurance :(1)insufficient effective demand for agricultural insurance;(2)insufficient policy support;(3)lack of innovation and coverage of agricultural insurance risks;(4)insufficient coordination and insufficient service;(5)insufficient policy publicity,and farmers' lack of knowledge on agricultural insurance.The causes of these problems are analyzed comprehensively:(1)imperfect agricultural insurance policy and legal system;(2)contradiction between the government function of agricultural insurance and marketization operation;(3)deficiencies in the technical level of agricultural insurance operation;(4)the supply-side innovation of insurance products lags behind;(5)lack of effective publicity for agricultural insurance.For the benign development of policy-based agricultural insurance in Zhongshan city,the following Suggestions are put forward for the government departments :(1)increase the input of policy publicity;(2)innovative agricultural insurance risks;(3)increase financial subsidies;(4)cultivating agricultural insurance professionals;(5)improve relevant policies and regulations;The following Suggestions are put forward for the insurance institutions:(1)to increase agricultural insurance products and improve the agricultural insurance product system;(2)reduce the premium rate and improve the standard of claims,and improve the technology of damage control.
